SUBJECT: SIGNATURE OF AMERICAN COMMUNITY SCHOOL AGREEMENT 
 
1. The United States Embassy in Tunis recently completed 
negotiations regarding the Agreement between the Government 
of the United States of America and the Government of the 
Republic of Tunisia concerning the American Cooperative 
School of Tunisia ("the Agreement").  The Ambassador is 
authorized to sign the Agreement on behalf of the Government 
of the United States of America based on the clean versions 
of the English, French, and Arabic texts.  Any substantive 
changes to those texts should be cleared by Washington prior 
to signature. 
 
2. Post is instructed to deliver three clean versions of the 
Agreement to the appropriate GOT officials and request their 
review and comments by February 26, 2010. 
 
3. The Ambassador is authorized to sign the three versions of 
the Agreement on behalf of the United States if the GOT does 
not have any substantive comments.  If the Ambassador is 
unable to sign the Agreements, the DCM will sign on behalf of 
the United States.  Any substantive changes to the text will 
require clearance by Washington prior to signature.  Once the 
text is finalized, the three versions of the Agreement may be 
printed on standard white paper for signature. 
 
4. In preparing the final text, the principle of the 
alternate should be observed (11 FAM 730.5.2).  Once the 
three versions of the agreement (in English, French, and 
Arabic) have been signed, the Embassy should email signed 
copies of the Agreements to the 
Department(treatyofficer@state.gov), and transmit via Federal 
Express the U.S. signed originals to the Department c/o 
Michelle Cannon, 2201 C St., NW, Office of Treaty Affairs, 
Room 5420, Washington, DC 20520 (11 FAM 723.6).  The 
agreements will be published and reported to Congress in 
accordance with the Case-Zablocki Act, 1 USC 112b.
