1. (C/NF) Gaja Peric, advisor in the Ministry of Foreign 
Affairs' Security Policy Division, told emboff on February 19 
in response to reftel demarche that Slovenia's focus on 
deploying an Operational Mentoring and Liaison Team (OMLT) in 
October 2010 has put discussions about a Slovenian Police 
OMLT (POMLT) on the backburner.  Slovenia first discussed 
with us the idea of fielding a POMLT in Afghanistan in April 
2009 (ref B).  (Note: we are currently working with the GoS 
on its preparations to deploy an OMLT in October 2010 -- 
please see ref C.)  Peric noted, however, that the police 
were "very enthusiastic" and well-prepared for a POMLT, and 
the MFA supports the idea as well.  The holdup, according to 
Peric, is with Interior Minister Katarina Kresal, who 
oversees Slovenia's police forces and would have the ultimate 
say on a POMLT deployment.  Peric mentioned that Foreign 
Minister Zbogar would likely discuss this with Kresal soon, 
as Slovenia is acutely aware of being one of the few EU 
member states not participating in the EUPOL mission in 
Afghanistan despite having experienced police trainers from 
missions in Kosovo and elsewhere. 
 
2. (C/NF) Prime Minister Pahor's foreign policy advisor told 
CDA February 18 that Slovenia was considering police trainers 
"most likely as part of EUPOL" as a possible "deliverable" 
for the PM's planned visit to Afghanistan in March/April.  In 
the short term, we see Slovenian participation in EUPOL as 
far more likely than deployment of a POMLT.
