1.  Per the reporting requirements noted reftel, Post has an 
end-use monitoring to report for Calendar Year 2009. 
 
2.  BACKGROUND

B.  Inventory System:  Standard INL-LOA handover forms and 
state department automated inventory control system 
 
C.  Staff member EUM Responsibilities:  Post senior law 
enforcement advisor and the INL-ICITAP Program management 
assistant conduct regular scheduled and unscheduled 
inspections/visits at various police agency facilities 
throughout the fiscal year.

B   Location 
 
Primary head quarters facilities of the Nepal Police, Armed 
police force, Elections commission, and Supreme Court in 
Kathmandu Nepal. Various Regional and district commands under 
 jurisdiction of  the aforementioned agencies share donated 
equipment and I.T  network access to the intra-net and 
inter-net connectivity provided through this INL funded

C   Use 
For official GON data and voice communications  by law 
enforcement and security agencies in concert with the 
elections commission for national elections and bi-elections 
as well as general law enforcement voice/data exchanges. 
 
D.  Condition 
- The Supreme court computers are in fair condition but still 
in use. 
- The Nepal police command center and operational equipment 
and national network in good condition and still functions 
appropriately. 
-  The Armed police force command and control center 
equipment is in good condition and still functions 
appropriately. 
- The Elections Commission joint elections operation center 
and related support equipment is still operational and 
functioning. The equipment is in fair condition.

5.  STATUS-SERVICES 
 
A.  Construction Projects 
 
 The renovation and establishment of the elections commission 
joint elections operations center facility, the armed police 
force command and control center and the Nepal police command 
center for the April 2008 national elections was successfully 
completed and continued in operational capacity through the 
April 2009 bi-elections . These facilities continue to 
operate in support of security forces and GON ministries.

6.  PROGRAM IMPACT (as applicable) 
 
A.  Communications Equipment 
The provision of the joint elections operations center, the 
Nepal police command center and the armed police command and 
control center insured the immediate and direct 
communications link with nationwide election commission 
regional and district offices and polling stations for the 
2008 and 2009 national elections process. The ability for 
these three facilities to coordinate with 5 regions and 75 
districts before, during and after these critical events 
cannot be understated in the overall success and virtually 
violence free pre and post elections period  in Nepal.

7.  PROBLEMS AND CORRECTIVE ACTION PLAN (CAP) - NONE 
 
A. Unmonitored Resources 
Access to some geographic areas of Nepal are still limited 
and or restricted to due to security concerns and Maoist 
strikes and road blocks. Ethnic unrest and civil disorder 
situations can occur without warning and throughout any given 
year several trips had to be cancelled to police facilities. 
Cooperation with host government, home ministry and law 
enforcement agencies remains good for EUM activities 
 
B. Repair and Maintenance of Commodities

Host government has budget shortfalls for repair and 
maintenance support for security agencies.
