1.(SBU) Per REFTEL one of the 11 recommendations issued in the 
subject report is listed below with an updated summary of the 
compliance responses. 
 
 
 
2.(SBU) Recommendation 1.  Embassy Caracas, in coordination with 
the Bureau of Overseas Buildings Operations, should replace the 
damaged forced-entry, ballistic resistant windows in Embassy 
Caracas's service entrance compound access control facility as 
required by Department regulations.  (Action: Embassy Caracas, in 
coordination with OBO.) 
 
 
 
3.(SBU) Response:  In January 2009 an initial OBO survey was 
completed and again in August 2009.  In September 2009 OBO awarded 
the contract to CTSH and post is awaiting the design team's 
installation plan and 2010 timeline for scheduling Caracas for an 
OBO FE/BR team visit to install the new windows and doors that will 
provide 15-minute forced-entry, ballistic resistant protection in 
the service entrance compound access control facility as well as 
numerous other door and window locations throughout the Chancery 
compound.  Post is waiting on delivery of the shipment of all the 
fabricated doors and windows to schedule the visit of the 
installation team.  This items is still pending.
