1.      (U)  Embassy Windhoek's Visas Viper Committee met on 
January 29, 2010.  The following were present at the meeting: 
A/DCM, DAO, RSO and CONS.  Post's Visas Viper Coordinator is 
Consular Officer Charles Jarrett.  The committee is usually chaired 
by DCM Matthew Harrington; as he is currently not at post, the 
meeting was chaired by A/DCM Lisa Heilbronn. 
 
 
 
2.      (SBU) The subject of this cable was a walk-in contact 
initially interviewed by RSO.  Additional information in reftel. 
More detailed biographical information on the subject is included 
below in paragraph five. 
 
 
 
3.      (SBU) Subject originally presented conflicting biographical 
data.  RSO subsequently obtained a copy of the subject's travel 
document; subject did not present a national passport and appears 
to be stateless.  The travel document has hand-written information, 
and appears possibly to have had information added or over-written. 
 
 
 
4.      (SBU) Subject reports activities and affiliations that may 
indicate involvement with terrorists who seek to harm the interests 
of the United States Government or United States Citizens.
