SUBJECT: EXBS: AZERBAIJAN ADVISOR MONTHLY REPORTING CABLE - December 
2009 
 
¶I. BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS: 
 
¶A. Leadership of the State Border Service (SBS) of Azerbaijan 
continues to express concern that the Leahy vetting dispute 
threatens cooperation with EXBS and relations with the U.S. Customs 
and Border Protection and U.S. Coast Guard. 
 
¶B. Officials from NAVEUR have prepared a draft Country Action Plan 
which may propose significant future engagement with the Azerbaijani 
Coast Guard (AJCG). 
 
¶C.  Due to the fact that the SBS is not currently participating in 
EXBS-funded training due to the Leahy vetting dispute, no 
EXBS-funded equipment purchases will be made for the SBS until they 
resume participation in EXBS-funded training. 
 
¶D. NSOI leadership is planning a trip to Baku as soon as possible to 
present and negotiate a joint action plan. 
 
 
II. COMPLETED ACTIONS FOR THE REPORTING PERIOD 
 
¶A. SITE ASSESSMENTS AND MEETINGS DURING REPORTING PERIOD: 
 
3 December - The EXBS Advisor met with DTRA Program Manager Dawn 
Brown and the Naval Attache to discuss current programmatic issues 
and future collaborative efforts with the AJCG. 
 
9 December - The EXBS Advisor briefed EURACE Country Assistance 
Officer Sonata Coulter on past, present, and future EXBS activities 
in Azerbaijan. 
 
10 December - The EXBS Advisor and EXBS Program Coordinator took an 
assurance trip to the green border near Bilosuvar to visit EXBS 
funded towers and fencing.  The trip was hosted by the State Border 
Service and covered approximately 20 kilometers of green border 
southwest from the port of entry at Bilosuvar.  Four towers and 
several kilometers of new fencing were visible.  The fencing seemed 
to be of good quality and construction but the towers were very 
poorly constructed. Therefore the SBS should not be given more tower 
construction materials unless a separate professional contractor is 
used for the actual construction. 
 
15 December - The EXBS Advisor met with Mr. Kashyap Patel from 
EUCOM-CNT.  The focus of the visit was to gather information and 
brief Post and the GOAJ on the goals of future CNT efforts in 
Azerbaijan.  Where all CNT past efforts have focused on maritime 
interdiction, CNT now plans to offer ion scanning drug detection 
equipment at main ports of entry. This equipment donation will 
likely be solely for the State Customs Service.  The ODC is going to 
collect needed information to support a purchase of ion scanners in 
FY11. 
 
16 December - The EXBS Advisor and Program Coordinator met with Mr. 
Nusrat Suleymanov of the Foreign Ministry to discuss several pending 
dipnotes and to present the EXBS plan for CY 2010.  Mr. Suleymanov 
had no objections to the EXBS plan but requested more information on 
some of the courses and requested that EXBS endeavor to conduct more 
training courses in Azerbaijan rather than in the US. He further 
expressed disappointment that the EXBS budget is reduced from those 
of previous years and expressed GOAJ support for the EXBS Program 
for Azerbaijan. 
 
16 December - The EXBS Advisor met with Ms. Saltanat Mammadova and 
Mr. Vassiliy Yuzhanin of the local IOM office.  The IOM officials 
briefed on the completion of a Integrated Border Management Model 
program conducted with the State Border Service from 2007 through 
¶2008.  The project was designed as a pilot project to establish the 
EU model of an integrated border management model on the southern 
border.  The focus was to increase SBS ability to facilitate legal 
flows of persons and goods across the border by improving procedures 
but also to enhance capabilities to tackle the phenomenon of 
cross-border criminality such as human trafficking, illegal 
migration, smuggling of narcotics, WMD proliferation, and 
international terrorism.  The project was funded by the EC and began 
in June 2008 and lasted 30 months.  Significant training and 
 
equipment was provided to both the SBS and SCC.

TRAINING: 
 
Three to five Azerbaijani Coast Guard (AJCG) officers have been 
invited to visit a U.S. Coast Guard repair, maintenance, and JC3 
facilities the first week of February 2010. The visit will provide 
firsthand experience for the AJCG officers in numerous aspects of 
operating maritime maintenance and JC3 facilities. The trip will 
include electronics, sustainment, ship maintenance and repair, 
Command Center organization and operation, radar site visit and 
associated maintenance and spare parts, and ship/station visits.
