¶1. (S) Poloff delivered reftel demarche and nonpaper 
notifying China of Maanshan Huntian Equipment Ltd. Company's 
efforts to supply controlled steel to a North Korean weapons 
trading firm to MFA Arms Control and Disarmament Department 
Chemical and Biological Division Officer Zhao Kun on December 
¶28.  Zhao noted that ISN Acting Assistant Secretary Van 
Diepen and MFA Arms Control and Disarmament Director General 
Cheng Jingye had had good discussions on individual 
proliferation cases during the December 18 U.S.-China 
Nonproliferation Dialogue.  "We need to continue our 
cooperation" on these cases, said Zhao.  Zhao said China 
would investigate the case and would share the results "in 
the proper time."
