¶1. Effective October 11, 2009, unless 
otherwise noted, allowances and/or post 
differential rates are revised as shown. 
These changes are issued under TL:SR-718. 
 
¶2. Please inform local offices of all U.S. 
government agencies at the posts listed in 
this cable. 
 
¶3. Important: Read this entire message as 
posts may be listed more than once.  Changes 
are listed by allowance or differential 
rather than by post. 
 
¶4. Taiwan has been included, when applicable, 
under arrangement with the American Institute 
in Taiwan. 
 
¶5. The post hardship differential change for 
Bolivia is based on a Post (Hardship) 
Differential Questionnaire submitted by La Paz. 
Footnote "u" has also been amended to reflect a 
decrease in the differential for DEA employees 
in La Paz and Other, Bolivia (from 15% to 10%). 
 
¶6. The Living Quarters Allowance changes for 
Argentina, Honduras, Korea and Namibia are 
based on updated living quarters expenditure 
data submitted by Embassy Buenos Aires, 
Homeland Security, DoDEA, and Embassy Windhoek, 
respectively. 
 
¶7. The Post Allowance changes for Guyana, India 
(Mumbai), and Papua New Guinea are based on 
updated Retail Price Surveys submitted by 
Georgetown, Mumbai, and Port Moresby, 
respectively.  All other Post Allowance changes 
are based on currency exchange rate information 
reported to the Office of Allowances as of the 
first Thursday of Pay Period 20 (October 1, 
2009). 
 
¶8. The Education "At-Post" Allowance rate 
changes are based on updated information 
provided by posts for the 2009-2010 school 
year.
