3.  Maritime research authorizations in Romania are handled by the 
Ministry of Foreign Affairs (MFA).  The United States has not made 
any requests since the recent International Court of Justice ruling 
delimiting Romania's Exclusive Economic Zone in the Black Sea. 
Until such a request is made, it is unclear how the MFA will handle 
the authorization in practice.
