BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS 
 
¶1.  On May 22, the proposed visit of the Kazakhstan Customs Control 
Committee Chairman Kozy-Korpesh Karbuzov to the U.S. was postponed 
until the fall, in order to organize a fully coordinated program 
that will be successful in advancing the broad goals of mutual 
cooperation.  On May 23, Kazakhstan Desk Officer Marty O'Mara 
notified Deputy Chief of Mission Dastan Yeleukenov at the Kazakhstan 
Embassy in Washington of the need to postpone this visit. 
 
¶2.  From June 2-4, Astana EXBS Advisor will participate in the 2009 
EXBS Advisor Conference in Tbilisi, Georgia. 
 
¶3.  From June 25-27, the EXBS program is sponsoring the Tenth 
International Export Control Conference in Istanbul, Turkey.  The 
Customs Control Committee has designated Marina Davidovskaya, Senior 
Specialist of International Relations, and Kuandyk Apanasov, Senior 
Specialist of the Department for Control of Customs Procedures, to 
represent Kazakhstan at the conference. 
 
¶4.  Kazakhstan has tightened epidemiological control at all 
airports, seaports, and land border crossings in response to reports 
of cases of influenza-like respiratory illness occurring in other 
countries due to the H1N1 influenza virus.  Kazakhstan has 
prohibited the importation of pork and meat products from certain 
countries and is using the Fever Scan M3000 thermal imaging system 
at airports in Astana, Almaty, Atyrau, Aktobe, Aktau, and Karaganda 
to screen for individuals with elevated body temperatures.  Border 
Guard personnel are using face mask protection when screening 
passengers. 
 
COMPLETED ACTIONS FOR THE REPORTING PERIOD 
 
¶A.  SITE ASSESSMENTS AND MEETINGS 
 
¶5.  From May 2-9, as a follow up to a recent agreement reached by 
the State Department and the Government of Armenia, Astana EXBS 
Advisor conducted an initial assessment of the Government of 
Armenia's enforcement and investigatory activities at Zvartnots 
International Airport and the Meghri land border crossing with Iran. 
 EXBS Advisor also met with officials at relevant agencies in the 
Armenian government to discuss how they conduct border enforcement 
and investigation activities. 
¶6.  From May 10-16, the EXBS Advisor and program assistant 
accompanied twelve Kazakhstan customs officers to McAllen, Texas for 
an EXBS-funded International Border Interdiction Training course 
conducted by U.S. Customs and Border Protection (CBP).  The Border 
Guard Service declined an invitation to participate in this training 
opportunity. 
 
¶B. TRAINING COURSES CONDUCTED DURING THE REPORTING PERIOD 
 
¶7.  From May 11-15, an International Border Interdiction Training 
course conducted by U.S. Customs and Border Protection officers was 
held in McAllen, Texas. 
 
¶8.  From May 18-22, the International Counterproliferation Program 
sponsored training on Weapons of Mass Destruction, Basic 
Investigative Analysis in Astana.  The course was conducted by 
officials from the Department of Defense, the Federal Bureau of 
Investigation, and the Department of Homeland Security.

¶C. EQUIPMENT DELIVERED DURING THE REPORTING PERIOD 
 
¶9.  None 
 
¶D. IMMINENT TRAINING OR EQUIPMENT STATUS UPDATE 
 
¶10.  The International Rail Interdiction Training course scheduled 
for June 8-12 in Saryagash, Kazakhstan was postponed by U.S. Customs 
and Border Protection due to lack of instructor availability. 
 
¶11.  On June 18-19, EXBS is sponsoring an Enterprise Outreach 
Workshop in Almaty, in cooperation with the U.S. Department of 
Energy's International Nonproliferation Export Control Program 
(INECP).  This workshop will involve local compliance experts from 
Kazakhstani organizations that have developed, or are developing, 
the capacity for an internal compliance program under which a 
supplier organization will determine if their items require an 
export license or raise technical issues related to 
non-proliferation. 
 
¶12.  On July 16-17, the U.S. Department of Justice Office of 
Overseas Prosecutorial Development, Assistance and Training (OPDAT) 
will conduct a two-day, EXBS-funded nonproliferation training 
session for Kazakhstani prosecutors and judges.

¶F.  CASPIAN SECURITY INFORMATION 
 
¶14.  Caspian Regional Maritime EXBS Advisor Lt. Michael Fisher will 
depart Baku, Azerbaijan, in June and responsibility for maritime 
issue related to Kazakhstan will be transferred to the Astana EXBS 
advisor.
