¶1. Effective May 24, 2009, unless otherwise noted, 
allowances and/or post differential rates are 
revised as shown.  These changes are issued under 
TL:SR-708. 
 
¶2. Please inform local offices of all U.S. 
government agencies at the posts listed in this 
cable. 
 
¶3. Important: Read this entire message as posts may 
be listed more than once.  Changes are listed by 
allowance or differential rather than by post. 
 
¶4. Taiwan has been included, when applicable, under 
arrangement with the American Institute in Taiwan. 
 
¶5. The changes in the Danger Pay Allowance for 
Bosnia-Herzegovina are based on an updated Danger 
Pay Factors Form submitted by Embassy Sarajevo on 
behalf of the Branch Office in Banja Luka. 
 
¶6.  The Post (Hardship) Differential changes for 
Bosnia are based on elimination of the Danger Pay. 
The changes for Mexico reflect expiration of the 
temporary one-class increase authorized by the Under 
Secretary for Management on April 26, 2009.  The 
increase was due to the impact on USG personnel of 
the Government of Mexico's decision to temporarily 
close schools, restaurants, movie theaters, gyms, 
etc. due to H1N1. 
 
¶7. The changes in the Living Quarters Allowance 
rates for Brazil, China, and Mexico are based on 
living quarters expenditure information provided by 
embassies Brasilia, Beijing and Mexico City, 
respectively. 
 
¶8. The Post Allowance changes for Milan, Turin and 
Florence, Italy are based on a survey submitted by 
Milan.  All other Post Allowance changes are based 
on currency exchange rate information reported to 
the Office of Allowances as of the first Thursday of 
Pay Period 10 (May 14, 2009). 
 
¶9. All Education "At-Post" Allowance rate changes 
are based on new information supplied by posts for 
the current school year. 
 
¶10. Effective May 24, 2009, footnote "u" is amended 
to reflect expiration of the temporary increase in 
the Post (Hardship) Differentials for Mexico (see 
paragraph 6).  The Post (Hardship) Differential for

DEA and FBI employees is adjusted to remove credit 
for Political Violence from the Post (Hardship) 
Differential for any DEA/FBI employee receiving 
Danger Pay.  The differential for those employees in 
Mexico is:  Ciudad Juarez 10%, Cuernavaca 0%, 
Guadalajara 0%, Hermosillo 10%, Matamoros 5%, 
Mazatlan 5%, Merida 10%, Metapa 15%, Mexico City 
10%, Monterrey 0%, Nogales 0%, Nuevo Laredo 10%, 
Other 0%, Tapachula 15%, Tijuana 5%, Tuxtla 
Gutierrez 10%, and Veracruz 0%.
