TRAFFICKING ORGANIZATION (DTO). THE SAROV DTO IS BASED IN 
AFGHANISTAN AND TAJIKISTAN. THE MVD HAS IDENTIFIED THE SAROV DTO 
AS A SIGNIFICANT HEROIN TRAFFICKING ORGANIZATION WITH REGIONAL 
DISTRIBUTION CONTACTS IN RUSSIA AND TAJIKISTAN. DCO/SOD PHONE 
TOLL ANALYSIS HAS LINKED THE SAROV DTO TO ADDITIONAL CRIMINAL 
ORGANIZATIONS LOCATED IN THE REGION AND EUROPE.

90-790-3333. ON 04/28/09, THE MVD, AFTER RECEIVING AUTHORIZATION 
FROM THE DEPUTY MINISTER FOR MVD AND THE GENERAL PROSECUTOR, 
INITIATED THE INTERCEPT OPERATION. THE INTERCEPT OPERATION 
REPRESENTS THE FIRST JOINT DEA LAW ENFORCEMENT WIRE INTERCEPT 
INVESTIGATION IN TAJIKISTAN. 
 
 
 
7. (SUB) THE INTERCEPT LINE IS CURRENTLY INACTIVE; BASED ON THE

PROSECUTOR TO INITIATE THE SECOND WIRE INTERCEPT TARGETING 
CELLULAR NUMBER  [992] (91) 962-9805. THIS NUMBER IS BEING USED 
BY MOHAMMED; THE MOI ALSO RECEIVED AUTHORIZATION FOR A RE-UP ON 
[992] (90) 790-3333. THE CURRENT INTERCEPT ON THIS LINE HAS BEEN 
NON-ACTIVE. THE DCO BELIEVES THAT MOHAMMED IS IN POSSESSION OF 
BOTH PHONES AND ALTERNATES THEIR USAGE. THE NEW INTERCEPT IS

11. (SBU) THE INVESTIGATION HAS IDENTIFIED THAT KURBONOV IS THE 
PRIMARY CONTACT FOR THE SAROV DTO IN DUSHANBE.  MVD CS 
INFORMATION HAS ESTABLISHED THAT KURBONOV IS INDEBTED TO SAROV 
FOR A $60,000.00 US DOLLAR DRUG DEBT.  THE MVD CS REPORTED THAT 
SAROV IS HEAVILY DEPENDENT UPON KURBONOV'S ABILITY TO COORDINATE 
INTERNATIONAL HEROIN SHIPMENTS FROM AFGHANISTAN TO DUSHANBE FOR 
REGIONAL DISTRIBUTION. KURBONOV, IN SPITE OF HIS SIGNIFICANT 
DRUG DEPT, IS TOO CRITICAL TO THE SAROV DTO TO BE DISENGAGED. 
ACCORDING TO THE MVD CS, SAROV WOULD BE UNABLE TO FIND ANOTHER 
TRUSTED TAJIK COMPARABLE TO KURBONOV WHO HAD ESTABLISHED 
REGIONAL DRUG CONTACTS. 
 
 
 
12. (SBU) THE MVD HAS STATED THAT THEY COULD ARREST KURBONOV ON 
DRUG-RELATED ACTIVITY BUT HAVE AGREED TO WORK WITH THE DCO 
CONCERNING THE REGIONAL DEVELOPMENT OF THE WIRE INTERCEPT 
INVESTIGATION. THE MVD HAS AGREED TO ALLOW KURBONOV TO REMAIN 
ACTIVE IN SAROV'S DTO UNTIL THE INVESTIGATION HAS REACHED A 
POINT WHICH RESULTS IN THE DISMANTLEMENT OF THE DTO IN 
TAJIKISTAN AND OTHER ASSOCIATED TRAFFICKING ORGANIZATIONS BASED 
IN THE REGION. THE MVD INITIATED A SURVEILLANCE OPERATION 
FOCUSING ON KURBONOV AND MOHAMMED. THE MVD RECENTLY USED A RUSE 
WHICH GAINED THEM ACCESS TO KURBONOV'S RESIDENCE IN DUSHANBE. 
ACCORDING TO THE MVD, KURBONOV APPEARS TO BE LIVING AT A LEVEL 
WHICH EXCEEDS WHAT A DENTIST OF HIS QUALIFICATIONS WOULD BE 
EARNING IN DUSHANBE.
