Introduction

¶1. (U) A suicide bomber killed at least 40 people at a mosque in 
Khyber Agency on March 27 in one of the bloodiest attacks of the 
year. (Ref. A) 
 
¶2. (C) Consulate contacts report that the implementation of 
Nizam-i-Adl Regulation in Swat has had two residual impacts, 
first, permitting militants to concentrate operations in 
neighboring Dir, and second, establishing a new rallying cry for 
Shari'a in places such as Bajaur Agency, exemplified by 
protestors at Jalozai Camp for Internally Displaced Persons 
(IDP) agitating for similar regulations in their home agency.

Swat 
- - - 
 
¶3. (SBU) The following is a summary of events in Swat, where a 
recent peace agreement and Qazi courts are being implemented: 
 
March 23, Swat:  Tehrik-i-Taliban Pakistan (TTP) reportedly 
ordered all non-governmental organizations (NGOs) to leave Swat. 
 Two people were kidnapped from a restaurant in Mingora. 
 
March 24, Mingora: Tehrik Nifaz-i-Shariat Mohammadi (TNSM) chief 
Maulana Sufi Mohammad threatened to close his "peace camp" if 
the government failed to enforce the Nizam-i-Adl Regulation. 
 
March 25, Swat:  Security forces reportedly vacated three 
schools Babozai and Kabal tehsils.  A newspaper also reported 
that the taliban in Swat had taken over operations in the 
valley's emerald mines. 
 
March 26, Mingora:  TNSM Chief Maulana Sufi Mohammad reportedly 
met Maulana Fazlullah in Matta to discuss the implementation of 
the Nizam-i-Adl Regulation.  Lawyers based in Swat protested the 
delay by President Zardari in signing the Nizam-i-Adl 
Regulation. 
 
Bajaur and Mohmand

¶4. (SBU) The following is a summary of events in Bajaur and 
Mohmand Agencies, where the Pakistani military has been 
conducting military operations since August 2008: 
 
March 23:  A local newspaper reported that Internally Displaced 
Persons (IDPs) from Bajaur want the implementation of Shari'a 
regulations as in Swat. 
 
March 26:  The political administration warned the Mamond and 
Salarzai tribes to stop violating their 28-point agreement.  The 
political agent, Shafeerullah Khan, told the press that the 
taliban had "resurged" in the area. 
 
NWFP

¶5. (C) The following incidents have occurred in the Provincially 
Administered Tribal Areas (PATA) and settled areas of the 
Northwest Frontier Province (NWFP) according to press and 
consulate contacts: 
 
March 23, Mardan:  Militants fired a rocket at a government 
girls' school, the eighth attack on a school in the district. 
 
March 23, Nowshera:  Militants launched a rocket at a police 
line, partially damaging a bridge. 
 
March 23, Dera Ismail Khan:  A member of a banned Sunni group 
was killed in an apparent sectarian attack. 
 
March 23, Lower Dir:  Armed members of Tehrik-i-Taliban Pakistan 
(TTP) have asked polio vaccination teams to leave. 
 
March 25, Nowshera:  One was killed and 25 injured during 
clashes at Jalozai IDP camp when protestors pelted police and 
vehicles with stones.  (Ref. A) 
 
March 25, Dera Ismail Khan:  Militants fired a rocket at 
University Police Station, damaging a wall. 
 
March 25, Batkhela:  Two bombs explosions destroyed 14 shops. 
 
March 25, Manshera:  Owners of video and CD shops have 
reportedly been closing their businesses as a result of 
threatening letters. 
 
March 25, Peshawar:  In another attack on electricity supplies, 
three bombs destroyed a high-intensity pylon on the outskirts of 
the city, darkening many neighborhoods. 
 
March 26, Charsadda:  Two militants riding a motorbike 
reportedly hurled a bomb at a police station, injuring three. 
 
March 27, Peshawar:  A suicide bomber killed over 70 people at a 
mosque in Khyber Agency, 12 miles from Peshawar, in Jamrud, in 
the deadliest attack of the year in Pakistan. 
 
FATA

¶6. (U) The following is a roundup of incidents of talibanization 
in the Federally Administered Tribal Areas (FATA) and Frontier 
Regions: 
 
March 24, North Waziristan:  Militants killed an alleged "US 
spy." 
 
March 25, South Waziristan:  A missile strike reportedly killed 
seven militants, reputed to be Arabs, near Makeen. 
 
March 26, FR Jandola:  A suicide attack killed 12 and injured 22 
in a roadside restaurant opposite a military base connecting 
South Waziristan with Tank.  TTP claimed responsibility for the 
attack, declaring that the bomber targeted members of a peace 
committee, led by Haji Turkestan, a group of tribesmen opposed 
to the taliban. 
 
March 26, South Waziristan:  Two militant groups reportedly 
stepped up campaigns to attract local support by accusing each 
other of waging a proxy war for the government.  Baitullah 
Mehsud and Zainuddin Mehsud are both distributing pamphlets 
denouncing one another. 
 
March 26, Kurram:  Militants occupied the Tal-Parachinar Road, 
the only road connected with the rest of Pakistan, as the agency 
reportedly braced for armed clashes. 
 
March 26, Dera Ismail Khan:  Three people were killed in a 
drive-by shooting reported as a sectarian attack. 
 
March 26, North Waziristan:  A missile strike reportedly killed 
four militants. 
 
March 27, Khyber: (U) A suicide bomber killed at least 40 people 
at a mosque in Khyber Agency including members of the security 
forces, in one of the bloodiest attacks of the year. 
 
 
Government Response

¶7. (SBU) This is a summary of government responses to "creeping 
talibanization" according to press and consulate contacts: 
 
March 23, Khyber:  Security forces reportedly destroyed two 
militant bases and arrested nine members of a kidnapping ring 
reputed to aid the taliban. 
 
March 25, Peshawar:  Peshawar police launched a campaign against 
Afghan nationals residing illegally in the area. 
 
Grass Roots Efforts to Halt Talibanization

¶8. (U) The following events are examples of activities taken by 
local communities to halt the spread of Talibanization: 
 
March 26, Bajaur:  A jirga of Tarkhani Khel and Amtani Khel in 
Khar announced they would uphold the peace deal.
