SUMMARY 
------- 
 
¶3.  (S) A Telemetry Working Group (WG) meeting was held at 
the Russian Mission on July 22, 2008.  The United States, 
Kazakhstan and Russia were present. The Russian Delegation 
stated that two Trident II telemetry issues were resolved 
after receiving the U.S. Delegation Paper on Trident II 
Flight Tests of November 4, 2004 and May 9, 2006, dated 
December 3, 2007 (Reftel).  The Russian Delegation offered 
that, while it still had questions on Peacekeeper telemetry, 
it would not raise them because they expected that there 
would be no more Peacekeeper flight-testing.

¶4.  (S) Kuz'min opened the meeting and stated that the 
Russian Federation had added this item to the agenda to 
continue discussions from the last session, which were based 
on the questions raised in the Russian Federation's Paper of 
October 17, 2007 (Reftel).  He acknowledged receiving a 
response to the concerns brought up previously about the 
telemetry recorded at 2344.5 MHz on Tape No. 18 for the 
Peacekeeper flight test of March 12, 2003 and the telemetry 
for Missile No. 1 on Tape B for the Trident II flight test of 
November 4, 2004.  He mentioned that the issues were of a 
similar character.

¶5.  (S) Kuz'min stated that, during the intersession, Russian 
experts had studied the responses and analyzed the answers 
which closed two issues concerning Trident II flight tests. 
The first issue resolved was the explanation of the timing 
signal and the lack of a time signal for some portions of the 
data.  The second issue was the error in the typographic 
notes on the tape label, which incorrectly identified 
Quadrature Amplitude Modulation (QAM)-16 Modified as an 
encoding method instead of a modulation method.  As for 
clarification regarding the characteristics for the QAM-16 
Modified method of modulation, Kuz'min said that the U.S. 
references provided only the general characteristics, and 
were still insufficient to reproduce the telemetry 
information. 
 
¶6.  (S) Kuz'min also relayed that, while he did not mention 
specifics with the Peacekeeper flight test of March 12, 2003, 
it did not mean that the Russian Federation's concerns were 
resolved for the Peacekeeper telemetry.  He said that the 
Peacekeeper was no longer deployed and was not expected to 
 
 
have future flight tests.  Russia still had questions 
regarding the code used to record the telemetry to the 
magnetic tapes and Kuz'min stated his belief that additional 
equipment was necessary for the playback of telemetric 
information.  He noted that, if the U.S. uses the 
Ferher-patented Quadrature Phase Shift Keying modulation 
method in future tests, he would have to raise the questions 
again.

DE'JAVU ALL OVER AGAIN?

¶7.  (S) Dunn commented that he was glad that the responses in 
the U.S. Delegation paper, provided at the previous session, 
resolved two issues related to the Trident II flight tests of 
November 4, 2004 and May 9, 2006.  He stated that, since 
telemetry was complicated, it was important to receive 
questions in writing so they could be worked during the 
intersession.  He noted that the United States had not 
received any additional written questions from the Russian 
Federation during the last intercessional period. 
 
¶8.  (S) Dunn addressed the question of the process used for 
recording data to the magnetic tapes, and noted that this 
question was originally raised with regard to the Peacekeeper 
flight test of March 12, 2003.  He reiterated the response 
provided in the U.S. Delegation Paper on Response to Russian 
Questions Concerning Telemetric Information for the 
Peacekeeper Flight Test of March 12, 2003, dated May 29, 
2006, stating that the recording was made by digitizing the 
pre-detection, 30 MHz intermediate frequency output of a 
receiver tuned to 2344.5 MHz (Reftel).  He requested again 
that the Russian Delegation provide in writing any additional 
questions. 
 
¶9.  (S) Dunn responded to the question regarding the QAM-16 
Modified method of modulation used during the Trident II 
flight tests, stating that the United States had provided the 
means to play back the data as required in paragraph 4 of 
Section 1 of the Protocol on Telemetric Information.  He 
reiterated that QAM-16 Modified was a 16 state, two amplitude 
level, polar, differential phase, absolute amplitude 
modulation. 
 
¶10.  (S) Dunn addressed the Russian points made on the use of 
the ICS554 digital signal processing device for the 
Peacekeeper telemetry data recorded on Tape No. 18.  He 
stated that the question raised previously by the Russian 
Federation was whether additional equipment was required to 
play back the telemetry data and the answer was no.  He 
reminded the Russian Delegation that, at the last session, 
they were asked to provide any further questions in writing. 
 
¶11.  (S) Kuz'min recapped for the U.S. Delegation the whole 
range of telemetry issues discussed at the last session of 
the JCIC.  He went into great detail on the previous 
questions raised on the Peacekeeper flight test of March 12, 
¶2003.

¶12.  (S) Dunn thanked the Russian Federation for its efforts 
before JCIC-XXXI, stating that having specific questions 
exchanged during the intersession helped the United States 
prepare answers to the questions of the Russian Federation. 
He encouraged the Russian Federation to provide any further 
questions during the intersession. 
 
¶13.  (S) Kuz'min agreed that the exchange of specific 
questions had helped to answer Russia's questions.  He said 
that there was now an open dialogue in our routine work and 
it should continue.  He also thanked the United States for 
the prompt request for spare parts and said he is 
optimistically waiting for the equipment to arrive.
