SUBJECT: PESHAWAR CONVENES EAC JUNE 23, 2008 
 
1. (SBU) On June 23, 2008 the U.S. Consulate convened its 
Emergency Action Committee (EAC) to review Posts current vehicle 
transportation policy. Present for the EAC was PO, RSO, RAO, 
USAID, POL, MGT, ODRP, GSO, PAO, IPC and CON. 
 
2. (SBU) The EAC discussed the current security environment and 
threat conditions that are present in Peshawar and the 
surrounding areas of the Federally Administered Tribal Areas 
(FATA) and the Northwest Frontier Province (NWFP).  The EAC 
agreed due to the security situation Post will effective 
immediately, cease allowing self drive of personally owned 
vehicles (POV) for personal travel in its areas of 
responsibility.  The policy set forth by this EAC meeting is 
that all travel, personal and official will be by fully armored 
vehicles (FAV).  The policy will allow for USG employees to self 
drive FAVs for personal use, only if the individual has received 
antiterrorism driver training certified by Diplomatic Security 
or other applicable entities and other requirements set forth by 
Post.  All agencies at Post reported with their current level of 
resources (personnel, vehicles and equipment) they are able to 
support this new policy.
