¶1. (C) Summary:  Well prior to the recent outbreak of unrest, a 
"Patriotic Education Campaign" launched by the Ganzi Tibetan 
Autonomous Prefecture (TAP) in western Sichuan Province 
following a series of security incidents during the summer of 
2007 provoked considerable resentment among the area's 
approximately 700,000 Tibetans.  A review of Ganzi Party 
Secretary Liu Daoping's October 2007 speech (see paragraph nine 
 
SIPDIS 
for full Consulate translation) to cadres kicking off the 
campaign reveals official concern about the influence of the 
Dalai Lama among Communist Party officials and the imposition of 
strict sanctions on those who, "eat the Party's rice but really 
work for the Dalai Lama."  Liu also refers to "opposing Western 
forces" that support the "Dalai clique" and seek to weaken 
China.  As a prelude to likely even tighter restrictions under 
the current political climate, we understand some Tibetans in 
Ganzi following Liu's speech were forced to deny the Dalai Lama, 
remove their children from monasteries or from schools in India 
where they were receiving a Tibetan language education, and 
restrict their religious observances.  End Summary. 
 
Tough "Patriotic Education Campaign" Inspired by TAR 
--------------------------------------------- ----------- 
 
¶2. (C) Post translated a copy of a speech we recently obtained 
from local contacts that was delivered in western Sichuan by 
Ganzi Prefecture Party Secretary Liu Daoping during October 
¶2007.  The full text of the speech is an internal government 
document.  A former deputy director of the Sichuan Bureau of 
Justice, Liu replaced the ethnic Tibetan Dorje Rabten in Ganzi 
in July 2007 following several violent incidents that occurred 
in the prefecture earlier that summer (ref b).  The intention of 
Ganzi Prefecture (Tib: Kardze) authorities to conduct a 
long-planned "Patriotic Education Campaign" was likely 
strengthened after the August 1st Litang (Tib: Lithang) Horse 
Race Festival, a widely attended public event during which many 
people called for the return of the Dalai Lama (ref a). 
 
¶3. (C) Liu's speech officially kicked off the campaign that 
required Party and government cadres as well as students and 
many others to sign statements denouncing the Dalai Lama.  The 
campaign was carried out first in Litang and then expanded to 
all parts of Ganzi Prefecture, home to 700,000 ethnic Tibetans. 
It was modeled after an earlier campaign in the Tibetan 
Autonomous Region (TAR).  The Ganzi TAP Communist Party 
newspaper, the Ganzi Ribao, has subsequently carried stories 
mentioning how Ganzi Communist Party officials visited the TAR 
to "bring back the scriptures" on how to coonduct a Patriotic 
Education Campaign.  Many summaries of articles from the Ganzi 
Ribao and other sources on the Patriotic Education Campaign are 
contained in the Daily Tibetan Areas press summaries available 
on the U.S. Consulate General Chengdu website on Intelink-SBU at 
 
 
Party Secretary Decries Influence of Dalai Lama 
--------------------------------------------- ---- 
 
¶4. (C) Ganzi Party Secretary Liu Daoping in his October 10th 
speech detailed such "frustrations" felt by Ganzi officials as: 
 
-- Why is the Dalai's picture still hung in the homes of some 
cadres? 
-- Why is it that some people curse the Central Committee for 
not allowing the Dalai to return? 
-- On the issue of "burning clothing made from tiger skins and 
leopard skins", why is it that one word from the Dalai counts 
for more than many years of educational work by our Communist 
Party? 
-- Why is it that some cadres leave China to attend the 
teachings (kalachakara) of the Dalai? 
-- For some cadres, "Their stomach belongs to the Communist 
Party but their brain belongs to the Dalai." 
 
Effort to Overcome Ideological Failures by Pushing Still Harder 
--------------------------------------------- ------------------- 
 
¶5. (C) Liu stressed in his speech the critical threat to Party 
rule of Tibetan areas, the constant infiltration and destructive 
activities of the "Dalai clique," and the presence of many Dalai

Lama sympathizers within the ranks of the Communist Party.   His 
prescription is to "strike hard" against sympathizers of the 
Dalai Lama to overcome the failures of previous efforts at 
ideological education.  Liu demanded that children be withdrawn 
from monasteries or from India where they can get a traditional 
Tibetan education.  Party members, monks and many lay people 
were called on to denounce the Dalai Lama.  Although Ganzi 
Prefecture, like the TAR has had Patriotic Education Campaigns 
in the past, this campaign was reportedly unusually intense. 
Ganzi, like other Tibetan areas of Southwest China, in the past 
did not usually feel the same degree of comprehensive pressure 
from government authorities that has been more typical of Lhasa. 
 Local contacts have told us that as pressure from the Party 
increased, so too did the resentment of local Tibetans. 
 
Fire, Expel and Punish Dalai Lama Sympathizers Among Cadres 
--------------------------------------------- -------------------- 
 
¶6.  (C) The determination that Party and government cadres toe 
the line or face dismissal or even prosecution for cooperating 
with the "Dalai clique" is detailed in the speech: 
 
-- Communist Party members and government cadres should not take 
part in religious activities outside mainland China's borders 
held by the Dalai clique such as the Teachings (Kalachakra). 
 
-- Communist Party members and government cadres must not send 
their children to schools run by the Dalai clique outside the 
borders of mainland China or to study in abroad in any school at 
the recommendation of or with the support of the Dalai clique. 
 
-- Anyone who loses their faith in communism, is a fervent 
believer, or has become a religious worker, and who does not 
change after education, will be admonished to resign from the 
Party. 
 
-- Deal strictly with any Communist Party member or government 
cadre who "in the fight against splittists has a lukewarm or 
two-faced attitude; does not criticize the splittists in their 
words and actions and does not oppose them or fight them; or 
creates, believes or spread rumors; or who upon discovering that 
their co-workers, spouses or children participate in splittist 
activities, do not criticize them or even protects them. 
 
Comprehensive Implementation 
-------------------------------- 
 
¶7.  (C) Liu described in his speech how the "Patriotic Education 
Campaign" was to be organized comprehensively so that it would 
reach every county and district in the prefecture:  "The 
educational campaign is being carried out under the joint 
leadership of the provincial, prefecture and county Party 
committees.  The Sichuan Province Communist Party Committee 
established a leading group to guide education.  The Ganzi 
Prefecture Communist Party Committee also established a leading 
group that is responsible for the organization, leadership and 
implementation of the educational campaign throughout the 
prefecture.  Highly responsible, hardworking, comrades with 
excellent reputations among the cadres have been chosen to 
organize and guide educational campaign work in rural districts 
and townships of county level temples and monasteries, 
businesspeople, and schools.  They ensure that people have the 
proper understanding of ideology, that the organizations and 
their leadership meet standards, that work is performed 
properly, that responsibilities are allocated properly, and that 
progress on goals is evaluated properly.  After today's 
conference of patriotic education campaign workers is concluded, 
the prefecture and county organization workers will be promptly 
assigned so that they can provide guidance according to their 
specific assignment." 
 
Comment 
---------- 
 
¶8. (C) Some Chinese officials, especially those who do not have 
long experience working in Tibetan areas, may sincerely believe 
Party propaganda that the vast majority of Tibetans support the 
Party and that disorders are the work of only a small minority. 
Liu's speech gives us an insight into the mindset of Party 
leaders.  In some ways, Party officials are themselves 
imprisoned by the propaganda line that has officially been 
pushed in the Chinese media and schools for years.  Any softer 
approach could be criticized as giving ground to "splittists" in 
the "life and death struggle" -- the very term that Liu uses in 
his speech and that has been used by officials in the TAR 
following the March 14 outbreak of unrest.  The reflex of

Chinese authorities to crack down harder when they meet 
resistance, and to attribute much of the opposition they 
encounter to the "Dalai clique," rather than to inherent 
problems with the government's policies towards Tibetans, seems 
to result in an escalating cycle of crackdowns and protests. 
 
¶9. (C) Begin Text of Consulate Translation of Liu Daoping 
Speech: 
 
On October 10, 2007, Liu Daoping, secretary of the Ganzi 
(Kardze) Tibetan Autonomous Prefecture Communist Party Committee 
presented at "Talk at the All Prefecture Video Conference to 
Patriotic Education Campaign Workers" 
 
Comrades, 
 
According to the directive of the Sichuan Party Committee, on 
August 29 a patriotic education study campaign began for all 
leaders of country-grade level and above, and with Lithang 
County chosen as the site for the pilot project.  Now that 
patriotic education campaign has mostly concluded.  Prefecture 
level organs are now carrying out patriotic education campaigns. 
 The Prefecture Party Committee believes the conditions are now 
ripe for a full-scale patriotic education campaign in each 
county of the prefecture.  Members of every level of Party 
Committee and all Party and government cadres must bring their 
thinking into line with the decisions and measures adopted by 
the province and the prefecture, and conscientiously organize 
and successfully implement patriotic education activities.  Here 
I will present my views in three parts: 
 
¶I.  Deeply Understand the Great Significance of the Patriotic 
Education Campaign 
 
 
¶A.   Conducting the patriotic education campaign is essential 
for consolidating the leading role of the Marxist ideological 
outlook. 
 
Ideology is an important area in the fight against splittism. 
The anti-splittist fight in this area is an important political 
struggle in the fight for people's hearts, the fight for the 
masses, fight to control the battlefield, and for consolidating 
the foundations of socialism.  This battle is directly linked to 
the unity of the motherland and the solidity of the socialist 
regime in our country, to the unity of the nationalities and the 
interests of each nationality, as well as to the political 
stability and overall economy development of the ethnic Tibetan 
areas.  Comrade Mao Zedong said, "Whoever wants to overthrow a 
regime will start by doing ideological work.  This is true of 
both the revolutionary classes and counter-revolutionary 
classes."  The "Tibet Independence" splittist clique with the 
Dalai at its head is constantly scheming in sundry ways in the 
ideological field to infiltrate, split us; to distort, forge and 
rewrite history; encourage nationalistic splittist thinking, 
arouse religious fervor, to poison and attack the Party's 
policies on religions and nationalities, spread reactionary 
speech, take part in illegal religious activities, and to seize 
control of the ideological battleground.   Their aim is to sow 
confusion in the ideological area and to separate the masses 
from us and to weaken the identification, emotional attachment, 
and national pride and confidence of the broad masses in the 
Chinese nation.   They seek to use religious and splittist 
thinking to infiltrate the Tibetan areas and destroy their 
stability and unity.  Their final goal is to separate Tibet from 
the motherland so as to realize "Tibetan independence".  The 
anti-splittist battle in the ideological realm is a long term, 
complex and difficult struggle.  The Dalai clique for 
ideological infiltration across China's borders relies on means 
such as broadcasts, recordings, books, and the Internet.  The 
religious identity of the Dalai is used to infiltrate 
monasteries while cultural and economic cooperation is used to 
infiltrate society. 
 
As the "post-Dalai era" approaches, the Dalai clique is 
constantly increasing the intensity of its infiltration and 
attacks in the ideological area, sowing ever-greater confusion 
and damage.  On the one hand the Dalai clique uses the religious 
nature and clique characteristics of the Tibetans to use Tibetan 
Buddhism to infiltrate "Tibetan independence" within China's 
borders.  One method is to send "Living Buddhas" who have a 
"Tibet independence" ideology back to China to control temples, 
seeking to increase the spiritual control of religion over 
people so as to create a base in the Tibetan areas, 
strengthening its cohesion and one-mindedness in order to 
achieve their political goals.  On the other hand, by

distributing reactionary leaflets and other means they sow 
confusion among the masses, divide public opinion, misleading 
and taking advantage of cadres and masses that do not understand 
the real situation.  Faced with this serious anti-splittist 
struggle in the ideological area, we must confront it head on. 
We need to prepare this battlefield by carrying out widespread 
and profound patriotic education campaigns, use the "Four Views 
and Two Theories" of Marxism to arm the minds of the cadres and 
masses so as to teach the cadres and the masses to see through 
the reactionary nature of the Dalai clique and the serious 
damage it is doing.  We must strenuously oppose national 
splittism, preserve the unity of the motherland, maintain the 
ideology of national unity, strengthen the ability of the masses 
to identify and oppose national splittist activities so that 
people will be aware of the need to combat them. 
 
¶B.   Carrying Out the Patriotic Education Campaign is Necessary 
in Order to Keep the Initiative in the Fight Against Splittism 
 
This patriotic education campaign is a great opportunity for 
transforming our anti-splittist work from handling the situation 
to actively strengthening our organization, ideological base, 
and mass base.  This is very important for us to hold strongly 
to the initiative in the fight against splittism.  The August 1 
incident in Lithang showed us once again that the Tibetan areas 
of Sichuan have become the axis of the Dalai clique's splittist 
infiltration and destructive activities.  In this life and death 
struggle with the Dalai clique, the issue of whether we can 
maintain the initiative in this struggle has already become the 
key issue in the question of whether the Party will be able to 
consolidate its governance of the Tibetan areas of the country. 
If we make any compromise with the enemy, have any thought of 
concession or evading the issue, the final result will be 
disastrous for us.  We must through patriotic education 
continually strengthen understanding of the cadres of politics, 
their responsibilities, their abiding concern for and 
understanding of the overall situation, and boost their unity 
and capacity of the cadres in their leadership of the masses in 
the anti-splittist struggle.  In this way we will achieve strong 
leadership and a good organization basis for the struggle 
against splittism and for political stability. 
 
Through the educational campaign we are putting the focus on 
maintaining the stability of the prefecture at the grassroots 
level.   We need to strengthen our work at the grassroots level, 
particularly in farming and herding areas. We need to constantly 
raise the creativity, cohesiveness and fighting strength of the 
grassroots party organization so that they can serve as the base 
for the struggle against splittism and for maintaining political 
stability.   By carrying out the patriotic education campaign, 
strengthening education overall and of all the people, we will 
continually expose the splittist sins of the Dalai clique and 
the reactionary nature of the plots of the Dalai clique to 
divide the motherland and to scheme for "Tibet independence". 
We need to educate the broad masses of the people better 
recognize the reactionary nature of the politics of the Dalai 
clique, its vacuity in religious doctrine, and the deceptiveness 
of its methods.  We need to enracinate the concept that "Unity 
and stability are blessings, division and chaos are disasters". 
In this way, the masses of the people will conscientiously 
oppose the ideological and political infiltration of the Dalai 
clique.   Educational activities will make the patriotic 
education ideology and the concepts of rule by law enter the 
monasteries, the rules of monasteries and the minds of monks and 
nuns.  This will gradually resolve the problems at the 
grassroots level of the anti-splittist struggle, continually 
strengthen the consciousness of belonging to the motherland, 
strengthen patriotic sentiments, and fortify ideological and 
mass bases for the anti-splittist struggle. 
 
¶C.   The Patriotic Education Campaign is an Objective Necessity 
for the Development of the Tibetan Areas 
 
The Dalai clique and Western opposing forces do not want China 
to become strong and don't want to see the Tibetan areas 
progress and become prosperous.  They are intent on finding ways 
to create problems and scheming to damage development in the 
Tibetan areas. Especially now with the accelerated social and 
economic development now raising the living standards of the all 
the nationalities in the Tibetan areas, they will stop at 
nothing to find ways to cause problems.  The more progress we 
make, the more the oppositional forces will feel uncomfortable. 
The more things are harmonious and quiet, the more the more 
oppositional forces will try to create factors of instability in 
order to interfere and cause problems.  We need to stay clear 
about that.  Now, our prefecture is in a golden era of

development and a critical moment for stability.  Therefore the 
Sichuan Party Committee and Sichuan Provincial Government have 
decided that this is the time to make a momentous decision for a 
project to enrich the people and promote their welfare. This not 
only shows the way for the development and stabilization of our 
prefecture but also provides a whole new concept and methodology 
that gives our prefecture to grasp an historic opportunity for 
prosperity and development.  This good government project that 
benefits the various nationalities of our prefecture and wins 
the hearts of the people will become a "thorn in the flesh" and 
a "nail in the eye" of the Dalai clique.   They will certainly 
stop at nothing to block and hurt the project.  We need to 
understand clearly that if we do not make a life-and-death 
struggle with the Dalai clique, it will be very difficult to 
maintain political stability, have rapid economic development, 
and maintain social harmony and stability. 
 
Carrying out the patriotic education campaign is an essential 
part of the project to enrich the people and ensure their 
welfare.  If we ignore its importance and relax our vigilance 
and allow the oppositional forces to make waves, then we will 
delay the smooth implementation of the project to enrich the 
people and ensure their welfare.  In carrying out this 
collective study educational campaign, we need to hold aloft the 
sword of righteousness, raise the flag of patriotism, and 
express our determination to oppose single-mindedly the forces 
of national division.   We need to need to show we stand for 
political stability, national unity, the unity of the 
nationalities, confidently stand for the fundamental interests 
of the people of the Tibetan areas, uphold righteousness, and 
rally the people together in order to create a calm and 
harmonious environment for promoting the project to enrich the 
people and ensure their welfare. 
 
II. Take a problem-solving pragmatic approach in conducting the 
patriotic education campaign. 
 
Understand the situation, improve your knowledge and capacities 
and to promote our work.  These are the goals of the patriotic 
education campaign. The core is opposing national splittism and 
upholding national unity.  The emphases are strict political 
discipline, further expose the plotting of the Dalai, and 
strengthen management of temples and monasteries.  We need to 
solve ideological problems but also practical problems.  We need 
to solve current problems but also long-range problems.  We need 
to resolve special problems but also ordinary problems. We need 
to reach the goal of the "Five Strengthenings" (Note: Strengthen 
progressive orientation, strengthen study, strengthen service 
ethic, strengthen honesty and strengthen virtue. End note) so 
that in the end we can cure both the symptoms and the underlying 
cause.  Therefore Party and government committees at all levels 
in our prefecture must grasp the opportunity that the patriotic 
education campaign presents. Bearing in mind the local situation 
they need to work to resolve problems, focusing on the key links 
to attack the key issues, and then with a decisive attitude take 
resolute action so that the education campaign can be carried 
out effectively. 
 
¶A.  Strengthen educational guidance in order to solve problems 
of ideology and understanding. 
 
Currently, the Dalai is the biggest element of instability in 
the Tibetan region as well as the main source of ideological 
confusion.  Some of the broad masses of cadres do not understand 
his reactionary nature or their understanding is confused, they 
have an uncertain attitude.  Therefore they very easily tricked 
or used by the oppositional forces.  A very few even become 
"spokesperson" or "pawns" in splittist activities.  Therefore 
the issue of clear understanding needs to be placed foremost in 
the patriotic education campaign.  We need to promote 
discussions where people speak up and express their political 
position and attitudes so that we can determinedly clear up 
misunderstandings. 
 
i. Clear up misunderstandings about the complexity of the 
struggle. 
 
By and large, the great majority of cadres and masses are not 
irresolute on political questions by they often don't have a 
clear understanding of the complexity of the struggle against 
the splittists.  As a result they are not perceptive in 
political matters.  Moreover, since the Dalai clique is very 
clever in adopting disguises - they often use double-faced 
methods. They speak a great deal about religious issues and are 
so deceptive and confusing that not only do they create some 
ideological confusion among the masses but a very small number

of leading comrades also get confused.  For example: 
 
-- On the issue of "burning clothing made from tiger skins and 
leopard skins", why is it that one word from the Dalai counts 
for more than many years of educational work by our Communist 
Party? 
-- How is it that the Dalai's foolish theory "if people have the 
same religion, they belong to the same country" is accepted by 
so many people? 
-- Why is it that people prostrate themselves before the "Living 
Buddhas" recognized by the Dalai? 
-- Why is it that after splittist elements have created a 
political incident, a very small minority of cadres still have 
an apathetic attitude? 
-- Why is that among the cadres there are some who criticize the 
Dalai but do not dare to say his name? 
-- Why is the Dalai's picture still hung in the homes of some 
cadres? 
-- Why is it that some people curse the Central Committee for 
not allowing the Dalai to return? 
-- Why is it that some cadres leave China to attend the 
teachings (kalachakara) of the Dalai? 
-- Why do they send their children away to monasteries to become 
monks or nuns or allow them to become Living Buddhas? 
-- Why are they dissatisfied with patriotic education? 
-- Why do they keep a foot in both camps in order to pass 
information on to the Dalai clique? 
 
The basic problem is that people don't have a clear 
understanding of politics and the overall situation and so don't 
understand the reactionary nature of the Dalai.  A small 
minority themselves hold splittist views.  Confronted with this 
complex situation, we must clearly understand: our struggle with 
the Dalai clique is not a matter of believing or not believing 
in religion or a matter of having local autonomy or not.  This 
is a political struggle --- preserving the unity of the 
nationalities, a question of preserving the unity of the country 
and opposing splittists, a question of unity or division, of 
progress or backsliding, and between good and evil.  No matter 
what approach the Dalai clique uses to create division among the 
nationalities, not matter how their methods change, their goal 
of  "Tibet independence" and dividing the country is their firm, 
unalterable goal.  All their actions reveal their evil 
intentions towards the motherland and the people. Therefore we 
cannot afford to be lax in our thinking.   We cannot be naove or 
childishly entertain any illusions.  In confronting these 
opposing forces, we need to immediately set to work to tighten 
up this political string, improve our political perceptiveness 
and judgment and make our position clear and our attitude 
resolute. 
 
ii.   Clear up misunderstandings about this long-term struggle. 
 
Taking advantage of the persistence of the international 
anti-Chinese forces, the Dalai clique has not given up its plot 
for "Tibet independence."  We will never stop opposing splittist 
forces - this is a long-term struggle.  A small minority of 
cadres have inadequate understanding of the long-term nature of 
this life and death struggle.  They believe that the Dalai issue 
is not important.  They ignore the big picture and even believe 
that the patriotic education campaign is making a big deal of a 
small matter and thus interfering with work and development or 
that it is a "leftist deviation." These cadres fail to take 
initiatives, lack awareness and vigor in work on the patriotic 
education campaign.  In fact, ever since the day in 1959 when 
the Fourteenth Dalai fled, the Dalai clique has been 
relentlessly focused on how to restore its old political 
position.  It has never relaxed in its efforts to infiltrate and 
harm us.  We have been able to achieve some victories and have 
been able to maintain the initiative in the struggle with the 
oppositional forces because we have towards the splittists 
always maintained the line of "a clear position, confrontation, 
take the initiative to oppose splittists, and strengthen our 
base" in our work.  Thus we have been able to keep the 
initiative by keeping the pressure up by continually reducing 
the space in which they can operate. 
 
However, the more the situation improves, and the more vigilant 
we become, the more will our will to fight wane.  If this 
continues, we might face "death by euthanasia."  A fortress is 
most easily attacked from within and an enemy is most likely 
attack at a weak point. If our ideological resistance to 
splittism should crumble, then the Dalai clique would be 
overjoyed.  In our prefecture there are always "strong currents 
beneath the surface" in the monasteries, at the grassroots, and 
even among the cadres there are many weak links.  The

"spokespersons" for the Dalai clique are always looking for an 
opportunity to make waves.  If we don't take timely action, the 
enemies will take advantage of an opportunity.  Therefore we 
have to overcome feelings of battle fatigue and laziness. We 
must be prepared for a long struggle in the fight against 
splittism and for patriotic education. 
 
iii. Solve the problem of an inadequate understanding of the 
acute nature of the struggle 
 
Currently, our struggle against the Dalai is in the "Late Dalai 
Period" and so the anti-splittist struggle is becoming more and 
more acute.  The Dalai clique is increasing the intensity of 
their subversion of our nationalities, our religious leaders, 
and especially of their children and friends so as to build up 
support.  Moreover, they are linking up with "Taiwan 
independence" and "democracy movement" activists and others who 
oppose the Party and oppose socialism.  They are joining hands 
to sow chaos thus destroy the stability of our society.  They 
have a great deal to say about the issue of the "reincarnation" 
of the Dalai Lama and will make strenuous efforts to control the 
new Dalai Lama, to continue "Tibet independence" efforts to 
split the motherland.  They will support the Samdong forces  -- 
(Consulate Note:  reference is to Samdong Rinpoche, current 
prime minister of the Dalai Lama's government-in-exile in 
Dharamasala, India.  Samdong Rinpoche is viewed by some as 
favoring a more confrontational approach than does the Dalai 
Lama. End note) -- within the Dalai clique and develop an armed 
fighting force that will take advantage of opportunities to send 
terrorists into China for sabotage.  They will take advantage of 
the weak links in the agricultural and pastoral areas of our 
prefecture.  They want to use the agricultural and pastoral 
areas to surround the cities and so overturn the leading role of 
the Party in the Tibetan areas.  Yet the scope and seriousness 
of the harm they do is even greater than this. 
 
However among some cliques of cadres there are some who have 
been too deeply poisoned by the Dalai.  The reactionary ideology 
of the Dalai has penetrated in the very marrow of their bones. 
"Their stomach belongs to the Communist Party but their brain 
belongs to the Dalai." And "They eat the Communist Party's food 
but actually work for the Dalai".  They take the power that the 
organization and the people have confided in them to wave the 
flag and talk the talk of the Dalai clique.   They are paid by 
the Party and the government but oppose the Party and 
government.  Some give a blind eye to splittists.  Some know the 
situation but do not report it.  These people completely fail to 
hold the political position and the line that they should.  Some 
send their children to monasteries to become Living Buddhas or 
monks. Some send their children to India to be trained by the 
Dalai clique and become traitors working for the Dalai. They 
don't realize that the Dalai clique is not an "agent" working in 
their interests.  The only result of their worship of the Dalai 
will be their own subjection and return to feudal status. 
Therefore we must educate the broad masses of the cadres to link 
their own ideals to the future and destiny of the country.  They 
should express their patriotism in their determination to help 
their country by making good use of their talents in patriotic 
actions.   They need to heroically take part in the life and 
death struggle against those who would damage national unity and 
the unity of China's peoples. 
 
¶B.  Apply policy strictly to solve existing practical problems 
 
The success of the patriotic education campaign will be 
determined not only by the ideological issues discussed above 
but also by the solution to practical problems. 
 
i.   Communist Party members and government cadres should not 
take part in religious activities outside mainland China's 
borders held by the Dalai clique such as the Teachings 
(Kalachakra).  Those who took part in took part in religious 
activities such as the Teachings before the Patriotic Education 
Campaign began, need only on their own initiative make a written 
report explaining the circumstances to the organization before 
November 30, 2007, make a deep self-examination and a pledge and 
so need not be referred to the Party or government disciplinary 
organs for discipline.  However, those who do not make a report 
or persist in their errors will without exception be subject to 
strict discipline and organizational sanctions. 
 
ii. Communist Party members and government cadres must not send 
their children to schools run by the Dalai clique outside the 
borders of mainland China or to study in abroad in any school at 
the recommendation of or with the support of the Dalai clique. 
Those who during the Patriotic Education Campaign and prior to

November 30, 2007 on their own initiative make a written report 
to the organization, a strict self-examination and a pledge, 
need not be referred to Party and government organs for 
discipline.  They must however return their children to China 
within one year.  If the children fall within the age range for 
compulsory education, they must send them to a public school. 
Anyone who conceals this situation will be punished. 
 
iii. Communist Party members and state workers must not send 
their children to monasteries to be monks or nuns or to become a 
reincarnated living Buddha not approved by the government. 
Those who on their own initiative make a written report 
explaining the situation during the education campaign need not 
be disciplined or given organizational punishment.  However, 
they must within three months make their minor children who have 
become monks or nuns return to their home and make any child who 
has become a reincarnated living Buddha not approved by the 
government return home.  They need to make an open statement to 
society and file it with the Religious Affairs Bureau.  If the 
children fall within the age range for compulsory education, 
they must send them to a public school.   They need to make a 
written report to the appropriate organization and examination. 
But whomsoever does not comply with the request to return their 
minor child home and openly terminate their illegal religious 
occupational status, if they are a leading party cadre will be 
given party disciplinary punishment. Ordinary party cadres will 
be given party disciplinary punishment.  Non-party cadres will 
be given administrative punishment.  For those who conceal their 
circumstances and are given education but still refuse to make a 
written explanation and refuse to make their minor child return 
home from the monastery, return to secular life and go to a 
school or refuse to make their minor child who without 
government permission is being trained as a reincarnated Living 
Buddha return home and renounce their illegal religious 
occupational status, will be given strict Party disciplinary 
punishments. 
 
iv. A Communist Party member may not have two different faiths. 
Without exception, any Communist Party member who promotes 
religious fanaticism will be expelled from the Party.  Anyone 
who loses their faith in communism, is a fervent believer, or 
has become a religious worker, and who does not change after 
education, will be admonished to resign from the Party. If they 
refuse to resign, they should be removed from the Party 
membership rolls.  In the case of people who are wavering in 
their faith in communism, and is enthusiastic about 
participating in or organizing religious activities, if after 
criticism and education, they have changed their attitude and 
manifested that change in their actions, then at the request of 
that person, they can remain in the Party for a trial period. 
If, after criticism and education, they still do not have 
regrets, they should be admonished to resign from the Party. 
Anyone who leads or lends their personal prestige to the 
solicitation of contributions in cash, kind or in labor to the 
repair or construction of temples, monasteries, churches or 
shrines, in serious cases is to be expelled from the Communist 
Party.  Anyone who participates in religious activities because 
of the influence of religious ideas or because of social or 
family pressure, but is able to carry out the Party line, 
guidelines and policies, should be given patient counseling and 
education to help them free themselves in their thoughts and 
actions from the bonds of religion.  Any Party member at the 
office director level or above, whose spouse is also a Party 
member, who has a family altar should be given a strict 
admonishment and ordered to remove the altar within a limited 
time.  If the member refuses to do so, they should be given the 
most severe Party discipline.  If both spouses are Party members 
and ordinary cadres and have an altar in their house, they 
should be given a strict admonishment and ordered to remove the 
altar within a limited time. If they refuse to remove the altar, 
they should be admonished to resign from the Party.  Those who 
are admonished to resign but do not do so should be removed from 
the Party rolls. 
 
v.  Temples and monasteries must not accept people who left 
mainland China in violation of regulations and then returned. 
In the case of people who left before the 1996 Patriotic 
Education Campaign was carried out in Tibetan Buddhist 
monasteries and temples, if they have in their political stance 
shown that they love both the country and religion and have 
expressed no splittism in their words or actions, and strictly 
abide by the "Religious Affairs Regulations" and the democratic 
management system for temples and monasteries, and 
conscientiously accept the management of the government 
Religious Affairs Bureau, and have a clear attitude opposing the 
Dalai cliques national splittist activities, then they can be

exempt from expulsion if the temple democratic management 
committee is willing to guarantee them.  Otherwise these people 
should all be expelled from the temples and monasteries.  People 
who left China mainland illegally after 1996 and returned should 
be expelled without exception and the temple democratic 
management committee and the county Buddhist association cancel 
their status as a religious at a monastery and temple as well as 
cancel their status as ordinary monks.   In cases of monasteries 
and temples that do not expel people who departed illegally and 
then returned, the county party committee and government will 
organize a working clique to go into the temple to resolve the 
problem and make necessary changes. 
 
vi.  Reincarnated Living Buddhas approved by the government or 
Living Buddhas who predate democratic reform who are recognized 
by the government who are people's congress deputies at the 
national, provincial, prefecture or county level, or who are 
members of the People's Consultative Congress, or who are 
chairpersons, vice chairpersons, general manager or director of 
provincial, prefecture or county Buddhist Associations, or are 
the chairperson or vice chairperson of temple democratic 
management committees must not in violation of regulations 
participate in Dalai clique religious activities outside of 
mainland China such as the Teachings (Kalachakra).  Those who 
participated in Dalai clique religious activities such as the 
Teachings (Kalachakra) prior to the education campaign, need 
only provide a written explanation to the relevant department, 
and undergo out a deep examination that is mainly educational 
and are not handled organizationally.  Those who conceal this 
situation, and after education still do not provide a written 
explanation to the relevant department and undergo a deep 
examination, should, according to the relevant regulations, be 
stripped of their leadership positions, including being stripped 
of status as representatives or committee members or as leaders 
of Buddhist Associations, or as leaders of a temple democratic 
management committee, as well as status as a government 
recognized, legal living Buddha.  Anyone who publicly makes 
Tibetan independence declarations that harm the unity of the 
nationalities, national unity, or praise the Dalai clique will 
without exception be stripped of their status as a monk residing 
in a monastery by the county Buddhist association and expelled 
from the monastery. 
 
¶C.  Ensure Strict Political Discipline; Solve the Problem of 
Weak Stances 
 
Strict enforcement of Party discipline is essential in the 
struggle against the Dalai clique and in work to oppose national 
splittism, preserve national unity, preserve the unity of the 
nationalities, and stabilize society.  If any of the problems 
below appear among Party members and cadres, they should be 
dealt with severely according to Party discipline and the law. 
 
i.  Whomsoever supports the Dalai clique and serves as an 
internal agent for reactionary forces; plans, organizes, 
participates in or supports splittist activity; whomsoever 
stands together with the Dalai and argues that splittism is 
right and openly spreads splittist statements; whomsoever takes 
part in splittist activities in a large scale disturbance or 
provides aid or comfort to splittist elements; whatever Party 
member or government cadre on the important question of opposing 
splittism, deliberately acts in opposition to the decisions or 
arrangements made by superiors shall be stripped of all Party 
and other posts and be handed over to the prosecutorial and law 
enforcement organs for strict investigation and disposition 
according to discipline and the law. 
 
ii. Whomsoever tolerates or protects splittist activities; or 
discovers the tracks or information about splittists and does 
not report it; any Party member or government cadre who in a 
critical moment in the fight against splittists does not push 
forward but instead hangs back or runs away will be demoted, 
lose their position or be fired altogether and then handed over 
to the investigative and prosecutorial organs for strict 
investigation and disposition; in serious cases the person will 
be handed over to the courts for investigation and disposition 
of the case according to law. 
 
iii. Whomsoever in the fight against splittists has a lukewarm 
or two-faced attitude; does not criticize the splittists in 
their words and actions and does not oppose them or fight them; 
or creates, believes or spread rumors; or who upon discovering 
that their co-workers, spouses or children participate in 
splittist activities, do not criticize them or even protect 
them; or whomsoever prints, spreads or distributes reactionary 
publications that harm the unity of the country and the unity of

the nationalities;  or puts up a picture of the 14th Dalai;  or 
Party and government cadres who accept that the Dalai clique has 
recognized their spouse or children as living Buddhas, if they 
show that they are determined to correct their errors can be 
treated lightly; however if after education they do not improve 
they should be demoted, removed or fired from their present 
leadership position and then handed over to the disciplinary 
investigative organs for strict disposition. 
 
iv.  If a Party member cadres is slow to carry out or is lax as 
a leader in executing the directives and decisions of the 
provincial party committee; or has an unclear understanding of 
the struggle with the splittists, or is lax in preparing for 
eventualities that might occur or has not made a timely and 
decisive response to major events that have occurred, if the 
political consequences are serious, the according to the 
situation, their leadership position might be changed or they 
could be demoted, removed from their position, asked to resign 
or fired.  If they consequences are serious, they are handed 
over to disciplinary organs for investigation and disposition. 
 
¶D.  Improve the organization of the system so that long-term 
effective measures can be established. 
 
The patriotic education campaign is a long-term project that 
each county should implement according to the local situation. 
Faced with different objects of educational work, creativity 
should be used to continually devise new methods and measures. 
Taking lessons from experience, the system should be improved so 
that the educational campaign can be effective over the long 
term.  The first is to establish a firm leadership 
responsibility system so that the leader get personally involved 
and take full responsibility.  Wherever there is a party 
organization and the masses there must be various measures in 
place to educate them.  There must be no empty spaces and 
neglected corners in the system. The second is to establish a 
firm propaganda and educational system that firms up the 
ideological and political basis of the anti-splittist fight and 
will take the initiative to occupy the ideological ground of the 
anti-splittist fight.  Strengthening education and propaganda 
work among children and youth is especially important to work 
hard to prepare them to build society as they succeed the older 
generation in the coming years.  Third is to build a system that 
supports the anti-splittist fight in the ideological and 
cultural arenas.  This will ensure the absolute leadership of 
the Party over news and publishing, broadcasting and television, 
the cultural market, and the Internet.  Fourth is the 
establishment of a system for managing religious affairs that 
will firmly implement regulatory frameworks such as the 
"Religious Affairs Regulations", "The Management Regulations for 
the Reincarnation of Living Buddhas in Tibetan Buddhism", and 
"The Tibetan Buddhist Religious Affairs Management Work 
Responsibility System Regulations", strengthening the management 
of religious venues, religious workers so as to a stable 
religious situation.  Fifth, establish procedures for building 
local grassroots organizations so that work, working style, 
ideology, and overall conditions can be improved there and 
thereby strengthen the creativity, cohesiveness and fighting 
ability of grassroots Party organizations. 
 
III. Improve Approaches and Methods to that the Patriotic 
Education Campaign will be successful. 
 
¶A.  Strengthen leadership 
 
The educational campaign is being carried out under the joint 
leadership of the provincial, prefecture and county party 
committees.  The Sichuan Province Communist Party Committee 
established a leading group to guide education. The Ganzi 
Prefecture Communist Party Committee also established a leading 
group that is responsible for the organization, leadership and 
implementation of the educational campaign throughout the 
prefecture.  At the same time, the Prefecture Party Committee 
ten leading groups each headed by Prefecture level leaders which 
went to each county to guide work there.  Each county 
established corresponding organizations, headed by the county 
Party secretary that took all-round responsibility for 
leadership, organization and coordination in the county.  Highly 
responsible, hardworking, comrades with excellent reputations 
among the cadres were chosen to organize and county guided team 
members guide educational campaign work in rural districts and 
townships of county level temples and monasteries, 
businesspeople, and schools.  They ensure that people have the 
proper understanding of ideology, that the organizations and 
their leadership meet standards, that work is performed 
properly, that responsibilities are allocated properly, and that

progress on goals is evaluated properly.  After today's 
conference of patriotic education campaign workers is concluded, 
the prefecture and county organization workers will be promptly 
assigned so that they can provide guidance according to their 
specific assignment. 
 
¶B.  Provide Appropriate Guidance According to the Group and 
Situation 
 
In order to improve effectiveness, each county according to the 
specific situation there, according to the guidelines in the 
"Implementation Plan" will carry out education work for 
different groups and organizations.  Among cadres and government 
cadres, their awareness and firmness in the Marxist "four views 
and two theories", confidence in their beliefs, showing their 
position clearly by exposing the Dalai, opposing splittism, and 
improve their understanding of what is right and what is wrong. 
Strengthen the realization among the broad masses of farmers and 
herders that "unity is a blessing, division and disturbances are 
disasters" and promote unity in ideology, a focus on becoming 
prosperous, a quest for development, harmony, and a new working 
style in order to achieve a healthy and good life.  The 
awareness of monks and nuns that they are part of the Chinese 
nation and their understanding of the concepts of government, 
citizenship, and the law should be strengthened.  They need to 
be brave in breaking with the Dalai and joining in the fight. 
In the education of children and youth, their awareness of the 
Eight Honors and the Eight Shames  -- (Note: A list of eight 
actions and attitudes that are good for the country that one 
should be proud of and eight other actions bad for the country 
that one should be ashamed of. End note) -- and of core 
socialist values should be strengthened.   Strengthen their 
scientific world-view including atheism through propaganda and 
education.  Incessantly employ Marxism to occupy the ideological 
ground in the minds of children and youth.  In work with 
self-employed people, workers and merchants as well as migrant 
worker from outside the region, strengthen education in the 
"Four Protects" and see that they promise not to do an business 
in or to sell images or badges of the 14th Dalai, not to do 
business in or sell any banned publications or audiovisual 
materials.  They should pledge to do business and work honesty 
as their contribution to peace and harmony. 
 
¶C.   Make Campaign Activities Clear 
 
Focus on strengthening the study of the talks, instructions, and 
the spirit of the instructions and collective study sessions of 
the provincial and prefecture leaders in order to raise the 
level of discussions and of policy.  Profoundly reveal and 
criticize the reactionary nature of the Dalai.  Use 
"Anti-splittist Struggle Exhibitions" and the broadcast of 
patriotic audiovisual materials and other effective methods to 
carry out comparative education so that the broad masses of 
cadres realize clearly the superiority of socialism, and that is 
an historical fact that only socialism under the leadership of 
the Chinese Communist Party can save China and make possible its 
development.  The campaign should stay focused on topic and have 
a good open discussion, the parameters which are set first by 
the various ranks of leading cadres who set a good example by 
expressing clearly their political position and attitudes 
towards the "Four views and two theories", the Dalai clique, and 
the "August 1" Litang incident.  In this way they show their 
loyalty to the Party, motherland and people and their 
determination to fight together against the enemy. 
 
¶D.   Work brings success 
 
The current educational campaign began on October 10 and 
concludes in mid December.  It is divided into three levels - 
cadres and government employees, monks and nuns in monasteries 
and nunneries, and the masses.   We need to deploy our 
campaigners properly to carry out study and education work, and 
summarize and consolidate our work on these three stages.  Time 
is short, the task is important; there are many steps to take. 
Each county must make detailed plans, organize carefully, think 
broadly, make well thought out arrangements, handle conflicts 
between work and study well, and carry out well each stage of 
educational campaign work.  Especially important is combining 
the educational campaign at the grassroots with the building of 
organization at that level with the elections of new village 
leaders.  Campaign work should be combined with collecting guns 
and repressing violence, and other work to improve social order, 
including projects to boost incomes and health and otherwise 
benefit the people to realize the  Two No Mistakes and the Two 
Progresses".

¶E.  Stress Improved Methods 
 
Each county should make the content of educational work more 
profound, expand their audiences, and find new ways to carry the 
message in order in the spirit of "Do what is required by 
regulations, but also find ways to express it in your own way to 
make it special" so that political content, theory and policy, 
and their expression in action become an organic whole.  This 
will boost the penetration and persuasiveness of the patriotic 
education campaign.   We need to properly guide public opinion, 
broaden the propaganda channels, and find better ways to express 
the propaganda message so as to create a dense social atmosphere 
filled with the healthy air of anti-splittism and patriotism. 
Specialized work groups should be organized to do clean ups of 
the cultural markets in their areas.  Be determined to find and 
confiscate from the public cultural markets and market images of 
the 14th Dalai and other banned books and periodicals, optical 
disks, recordings etc. 
 
¶F.  Firmly Uphold Stability 
 
In educational campaign work, have a clear understanding of 
policy, pay attention to work methods, and ensure that 
instability does not occur during the campaign period.   Every 
county should further deepen its "Campaign for Examining and 
Resolving Conflicts and Disagreements", make a quick appearance 
to channel public sentiments, eliminate hidden problems, and 
manage conflicts to make them less acute.   Further strengthen 
work to preserve stability and eliminate hidden problems, and do 
preparatory work to handle incidents that might occur suddenly. 
Strengthen social controls and increase the collection of 
information.  Discover early sources of instability and get them 
under control and resolve the problem well. 
 
Comrades, history and reality inform us that only with national 
unity can the nationalities develop.  Only when the country is 
strong will the nationalities get respect.  Only if we persevere 
in the struggle against the splittist activities of the Dalai 
clique will we have a stable and united political situation. 
Only if we can maintain the stability of the society will we be 
able to concentrate on accelerated development, social progress 
and high level of material civilization and high living 
standards.  Unity is a blessing; division is a disaster. 
Stability is a blessing; disorder is a disaster.  We should 
certainly hold high the banner of patriotism, promote our 
national spirit, and actively seek to make contributions to the 
development and progress of our motherland.  Let us spare no 
effort in the struggle to make our people healthy, wealthy and 
stable.
