1.  (C) On January 17, A/POLCOUNS notified Director of MFA 
Follow-up and Coordination Department, Ambassador Khaled 
Mohammed Al-Maqamis of GTMO Administrative Review Board (ARB) 
determinations to keep three of the four Kuwaiti GTMO 
detainees in detention (refs A and B).  (It was decided in a 
previous ARB to maintain the fourth's detention status). 
 
2.  (C) Maqamis welcomed the President's statement to the 
Amir in their January 11 meeting that two of the four Kuwaiti 
GTMO detainees would stand trial, and asked that the USG 
provide details of the pending cases to the GOK as soon as 
possible.  Maqamis said that the continued detention of the 
four Kuwaiti GTMO detainees remains a sensitive matter and 
expressed frustration that the Kuwaitis had been detained at 
length without trial.  A/POLCOUNS noted that further 
bilateral exchange over the disposition of GTMO would be one 
significant area of follow-up to the January 11-12 POTUS 
visit to Kuwait.
