¶1. (S) Summary: MFA's AMIA lead Ambassador Guillermo Gonzalez 
told Charge October 31 that he felt reasonably confident 
Argentina's request for capture notices would be supported at 
the November 5-8 Interpol General Assembly (GA) meeting.  He 
noted they were still uneasy about Africa -- and would 
welcome any available information that come in.  He said he 
believed they have the support of South African Interpol 
Executive Committee (EC) President Selebi.  He expressed 
concern as well about the EC's Arab members and Russia. 
Brazil is sending mixed signals to the Argentines, and the 
"Bolivarians" are split.  GOA diplomatic efforts will 
continue in Rabat, and Gonzalez asked that we pass him 
contact information in Rabat for the U.S. delegation stating 
he thought it would be useful for the delegations to quietly 
touch base before the EC meets prior to the GA meeting.  CDA 
passed on information from U.S. missions responding to ref. 
E, and Gonzalez expressed his great appreciation for USG 
efforts on behalf of the GOA.  End Summary. 
 
¶2. (S) CDA and MFA AMIA lead Ambassador Guillermo Gonzalez 
compared latest information October 30 and again on October 
31, prior to Gonzalez's departure October 31 for Marrakech. 
Gonzalez said that, overall, he was reasonably confident that 
Argentina will prevail and that the Interpol Genera Assembly 
will vote to support the Executive Committee's recommendation 
to issue capture notices for five of the Iranians indicted by 
Argentine justice in the 1994 AMIA terrorist bombing.  He 
said he was still uneasy about Africa and asked for 
information on the responses U.S. missions were getting in 
Africa.  He was grateful for the news from Cotonou (ref. A) 
of Benin's support for the GOA, as it represented the first 
positive news on the issue from Francophone Africa.  He said 
they had been in contact with the EC President, South African 
Jackie Selebi, and felt that the GOA had Selebi on its side. 
He relayed that Selebi said he did not see this as a 
U.S.-Iran issue and that, in any case, he is not 
anti-American.  In fact, Selebi reportedly told the 
Argentines that there is no other government (referring to 
the U.S.) that South Africa feels more comfortable with. 
This is an issue between Argentina's justice system and the 
indicted individuals, and Interpol should support the request 
for capture notices.  Gonzalez said the EC Vice President, 
Italian Rodolfo Ronconni, would also be supportive. 
 
¶3. (S) Gonzalez said they are still getting mixed signals 
from Brazil, but said he believes that, given Lula's 
high-level courting of President-elect Cristina Fernandez de 
Kirchner, the Brazilians will not let them down.  Gonzalez 
claimed that the GOA has made some progress in courting 
"Bolivarian" countries.  Ecuador's FM informed the GOA that 
it would vote to support Iran, although it hoped the vote 
would be secret.  Gonzalez also said that Bolivia informed 
the GOA this week that it would support Argentina.  On 
Venezuela, Gonzalez said he did not know what the GBRV would 
do, but the MFA had conveyed the message that, if Venezuela 
cannot support the GOA, it hopes that Venezuela will at least 
keep quiet.  Failing that, if Venezuela will not support the 
GOA, the GOA has asked that it be informed beforehand "and 
not stabbed in the back."

¶4. (C) Gonzalez said that diplomatic efforts would continue 
in Marrakech and that their Embassy in Rabat was working on 
setting up meetings with other delegations.  Gonzalez asked 
that we provide him with contact information in Marrakech for 
the U.S. delegation, saying it would be useful for the 
delegations to quietly touch base before the EC meets prior 
to the GA meeting.  Gonzalez asked that we pass to FBI/OIA 
Director Tom Fuentes that the EU countries and Selebi said 
they would be looking for Fuentes' active participation in 
the EC against any Iranian efforts to derail the process. 
Gonzalez said he was comfortable that Iranian efforts could 
be countered.  He expressed continued concern about the EC's 
Arab members (Algeria and Morocco) and Russia.  Gonzalez 
noted that U.S. intervention with the Russians may be 
required.  Gonzalez said that India (who he said will support 
Argentina) had heard that Iran was withdrawing its appeal of 
the EC decision to issue the capture notices.  Gonzalez said 
they had checked with Lyon, and Interpol had no information 
indicating Iran was withdrawing its appeal.
