1.Unauthorized disclosure of the information 
provided below is prohibited by Section 12C of the 
Export Administration Act. 
 
2. As per reftel A request and at the direction of 
the Office of Enforcement Analysis (OEA) of the 
USDOC Bureau of Industry and Security (BIS), 
Regional Export Control Officer Philip Ankel (ECO) 
conducted a post shipment-verification at Agnos 
Chemicals Pte. Ltd., 2 Tuas South Street 5, 
Singapore (Agnos).  The item in question is a mass 
spectrometer exported on or about August 9, 2006 
and valued at USD 119,350.  On the applicable 
shippers export declaration (SED), the item is 
classified as 3A233.  This ECCN is controlled for 
nuclear nonproliferation (NP) reasons.  The 
exporter was Perkinelmer Las Inc. of Shelton, 
Connecticut. 
 
3.  According to the Singapore companies registry, 
Agnos has been in existence since 2002.  Its paid- 
up share capital is the Singapore equivalent of 
USD 6 million.  Singapore nationals, Mr. Robert 
Choy and Mr. Fei-Chian Lu as well as Japanese 
national Mr. Toshitsura Cho and Taiwanese national 
Mr. Fung Lin Ting are listed as directors.  Major 
shareholders are listed as Tama Chemicals (Japan), 
Kemitek Industrial Corporation (Taiwan), Hermes- 
Epitek Corporation (Singapore and BVI) and San 
Lien Technology Corporation (BVI). 
 
4.  On June 22, 2007, the ECO met with Mr. David 
Chen, Sales and Operations Manager.  He stated 
that Agnos is a joint venture between a Japanese, 
a Taiwanese and a Singapore company (the companies 
noted as shareholders above).  It serves primarily 
the semiconductor industry.  Major customers 
include SSMC (semiconductors) and AFPD (plasma 
panel maker).  Agnos as 13 staff members in 
Singapore. 
 
5.  Mr. Chen brought the ECO to see the item (with 
serial number 890101680606).  It is located in a 
clean room and is used to ensure the purity of 
chemicals produced at the facility.  Agnos was 
made aware of the license conditions on this item 
by the exporter. 
 
6.  At the time visited, Agnos appeared to be a 
suitable recipient of the commodities shipped 
since Agnos cooperated with the PSV, provided ECO 
with access to the item and operates a line of 
business consistent with the item's use.  The ECO 
recommends that this PSV be classified as 
Favorable.
