Panamanian MFA DG for International Political Affairs Javier 
Bonagas had no substantive response to POLCOUNS's 
presentation of reftel demarche regarding the proposed Arms 
Trade Treaty (ATT).  Bonagas thanked POLCOUNS for sharing the 
U.S. views, and only inquired which countries had prepared 
the UNGA Resolution 61/89.  POLCOUNS responded the UK, 
Australia, Argentina, Costa Rica, Finland, Japan and Kenya 
took the lead in drafting this resolution.  Bonagas noted 
that he would share with post any future views that Panama 
may develop on this matter.
