(S) Econoff delivered reftel demarche on April 2 to Hamid 
Rashid, Director of UN Affairs, MFA.  Rashid acknowledged 
Bangladesh's obligations under UNSCR 1747 and said MFA would, 
per established procedures, promptly instruct the central 
bank to freeze/block transactions with Bank Sepah and Bank 
Sepah International. Rashid also promised to instruct the 
central bank to contact HSBC and Sonoli bank directly in 
light of information reftel concerning possible banking 
relations between them and Bank Sepah/Bank Sepah 
International,
