(C) In a March 9 conversation with Singapore Police 
Commissioner and Interpol Executive Committee Vice President 
Khoo Boon Hui, the DCM urged Singapore to support the 
Interpol Secretariat's proposed compromise to issue six Red 
Flags in connection with the 1994 bombing of the 
Argentine-Israeli Mutual Association (Reftel).  Commissioner 
Khoo received with interest the information that the United 
States supported the Interpol-proposed compromise.  Khoo said 
that he understood the USG position and would consider it 
positively.  He did not commit to vote with us, but gave the 
DCM the strong impression that our supporting the Interpol 
position made his decision easier.  He noted that the 
Argentinean Charge d'Affaires, resident in Jakarta, had met 
with him on this issue on March 8.
