1.  (S) On March 9, we discussed reftel information with 
Sergey Petlyakov, Director of the Foreign Ministry's Arms 
Technology and Transfer Policy Section in the Department for 
Disarmament and Security Affairs.  Petlyakov said he was 
unaware of any arms broker named Arkadiy Vinogradov or 
efforts to broker a deal with Syria on armed or unarmed 
versions of unmanned aerial vehicles (UAVs).  He took on 
board our points that such a transaction could result in the 
imposition of sanctions against any of the entities involved. 
 Petlyakov said he would raise the issue within the GOR 
interagency community and get back to us if any substantive 
information developed. 
 
2.  (S) We had previously shared reftel information March 6 
with MFA North America Department Deputy Director Oleg 
Burmistrov.  Burmistrov requested any further identification 
the US could provide on Vinogradov.  This would include any 
additional personal data, such as date and place of birth, as 
well as any information on Vinogradov's affiliations, such as 
what Russian entities he might represent.
