1.  (SBU) In conjunction with the Russian Federation's Deputy 
Chief of Mission, Igor Evdokimov, Econoff described the 
Global Initiative to Combat Nuclear Terrorism (GICNT) and 
delivered Ref A documents on February 13 to Vanessa Chan, MFA 
International Organizations Deputy Director.  Chan expressed 
interest in the initiative, and said she would pass the 
documents to her colleagues.  (Note: Our usual interlocutors 
in the International Organizations Directorate are currently 
attending the ASEAN Regional Forum's UNSC Resolution 1540 
Implementation Workshop in San Francisco.  End note.) 
Evdokimov stressed that the United States and the Russian 
Federation hoped to receive a formal endorsement of the GICNT 
via diplomatic note as soon as possible after the conclusion 
of the February 12-13 meeting in Ankara. 
 
2.  (SBU) Post understands that Singapore has already 
informally indicated through its Embassy in Washington its 
intent to join the GICNT (Ref B).
