¶1. (U) This is an action request.  Please see paragraph 3. 
 
¶2. (S) Embassy delivered reftel prenotification to the 
Foreign and Commonwealth Office on December 22.  On January 
3, Rod Mackenna of the FCO's Counter Terrorism Policy 
Department notified us that the UK will support a UN 1267 
designation for Farhad Ahmed Dockrat, Junaid Ismail Dockrat, 
and Sniper Africa.  Mackenna noted, however, that FCO lawyers 
had flagged the fact that the information contained in the 
draft statement of case refers to activities that took place 
in 2001 and 2004.  According to FCO lawyers, there generally 
is a requirement of an "existing" relationship with either 
the Taliban or Al-Qaida to meet the criteria for designation. 
 Mackenna asked whether the U.S. has any additional 
information on the three targets that demonstrates their 
ongoing ties to Al-Qaida. 
 
¶3. (S) Action requested: Please provide us with any 
additional releasable information we can share with the UK on 
the Dockrat targets which demonstrates ongoing links to 
Al-Qaida.
