1. On August 24, poloff delivered Ref B talking points with 
accompanying diplomatic note to Ambassador for UN and OAS 
Affairs Michelle Cohen, both requesting Dominican support for 
the candidacy of Michael Matheson for the International Law 
Commission (ILC).  At the time, Cohen noted that the 
Dominican government had only just begun studying the various 
ILC candidates and, accordingly, had no position toward 
Matheson's candidature. (Ref C). 
 
2. On November 13 Cohen reported that, despite urging by 
Embassy, the Dominican government remains uncommitted 
regarding the upcoming election.
