SUBJECT: GABON: UNSCR 1718 DEMARCHE DELIVERED

REF: A. STATE 169418

Classified By: DCM Katherine Dhanani. Reason 1.5 (b) and (d).

Charge delivered Ref A demarche October 11 to MFA Director
for International Organizations Wilfrid Ontchanga and
followed up October 18 while delivering Ref B demarche.
Ontchanga assured Charge that Gabon shares the USG's grave
concern about North Korea's conduct. Although he had
transmitted Ref A request for a statement to Minister Ping,
he had no response, and noted that Gabonese diplomacy has no
tradition of using public statements as a tool. Gabon
generally prefers discrete, personal approaches.
