SUBJECT: FINNS VOICE SUPPORT FOR THE U.S. AT THE ITU 
PLENIPOTENTIARY CONFERENCE

1. (SBU) Econoff delivered diplomatic notes (Refs A 
and B) regarding U.S. candidacy to the ITU Council and 
Mrs. Julie Zoller to ITU's Radio Regulation Board to 
Anu Pulkkinen, MFA North American Division.  The nine- 
person Finnish delegation to the ITU meeting will be 
led by Rauni Hagman, Director General from Ficora 
(Finnish Regulatory Authority), and include Ambassador 
Yrjo Lansipuro, MFA. 
 
2. (SBU) Martin Andersson, member of the delegation 
from Ficora (Mobile Contact Info: 358-400-437244), 
said that Finland would almost certainly vote for the 
U.S. in the ITU Council election, and plans to support 
Ms. Zoller and the Canadian candidate, Robert Jones, 
for the Radio Regulation Board. 
 
3. (SBU) During the conference the Finnish delegation 
would like to discuss with Ambassador Gross and/or 
other members of the U.S. delegation, U.S. proposed 
changes to ITU Resolution Number 36.  According to 
Andersson, Finland, as the EU Coordinator, plans to 
put forward a proposal that may, with the right 
coordination, prove to be complementary to the U.S. 
proposal. 
 
4. (SBU) Andersson asked that the U.S. consider 
supporting Sweden as the Nordic-country representative 
for the ITU Council from Europe (Region B).
