SUBJECT: New Belgian Carrier Notified to Embassy 
 
 
1. (U) This is an action request: See para 4. 
 
2. (U) On October 2, the Embassy received a diplomatic note from the 
Foreign Ministry notifying it of a new Belgian airline company. 
This notification was made under provisions of the 23 October 1980 
bilateral Air Transport Agreement (as amended) currently in force 
between the two countries.  It requests that the carrier Flying 
Service N.V. be recognized under the provisions of article 3 of that 
agreement, and specifically refers to Annex II which pertains to 
charter service companies. 
 
3. (U) Begin text of operative paragraphs: (unofficial translation) 
 
The Foreign Affairs office brings to the attention of the US Embassy 
that Belgium is designating the Belgian aviation company "Flying 
Service N.V." as a means for undertaking non-regular air services as 
foreseen under Annex II of the Aviation Accord, conforming to the 
conditions of article 3 of that Accord. 
 
The Foreign Office would appreciate the Embassy bringing this action 
to the attention of the competent US authorities.

4. (U) Post requests Washington agencies' guidance on any action 
that should be taken to recognize and accredit for service to the US 
the named charter aviation carrier.
