SUBJECT: GUINEA-BISSAU: OBLIGATION REPORT FOR DHRF GRANT 
 
 
¶1. Embassy Dakar's obligation report for the Guinea-Bissau 
Democracy and Human Rights Fund project follows.  The project 
selection committee recommended and the Ambassador approved 
one project worth USD 30,000, which is the entire amount of 
the FY2006 DHRF allocation for Guinea-Bissau. A special 
waiver was approved by AF/RSA to give more than USD 25,000 to 
a single recipient based on the recipient's demonstrated 
experience implementing other grants and planned timeline. 
Post has signed agreements with grantee and funds have been 
obligated for the projects listed below.
