¶A. Project Name: Information and Communication Technology 
Statistics Improvement 
 
Recipient: Kazakhstan Agency of Statistics (KAS) 
 
Project Description: Create within the KAS the capacity to 
supply public and private users with reliable statistics on 
information and communication technology that are compliant 
with international practice. 
 
IT Component:  Technical assistance & training to develop 
methodologies to supply reliable ICT statistics.

¶B. Project Name: Encouraging Education Reform in Kazakhstan 
 
Recipient: Local schools through the Kazakhstan Reading 
Association (KazRa) 
 
Project Description: Increasing civic responsibility among 
university faculty, elementary and secondary teachers, 
parents, and children through promoting reading and writing 
for critical thinking and support of the education reform in 
Kazakhstan 
 
IT Component: USAID through the Kazakhstan Reading 
Association provided local schools with computers.  This 
includes Akkystau region school in Atyrau oblast 
($1,202.05); Aktau school #21 ($1,202.05); Astana Socio- 
economic Lyceum ($1,202.05); and Ust-Kamenogorsk School- 
Gymnasium #3 ($1,202.05)

¶C. Project Name: Health Partnerships, AIHA 
 
Recipient: Kazakh School of Public Health; Demeu Family 
Medicine Center; Medical Schools; Nursing College. 
 
Project Description: Establishing sustainable health 
partnerships between the U.S. and the Central Asian 
countries, which foster more effective and efficient 
delivery of health services in Central Asia. To improve the 
quality of care, including maternity child health, HIV/AIDS; 
expand community and individual responsibility for health; 
to strengthen medical education and training of health 
professionals; and to improve resource use through expanded 
health management capabilities. 
 
IT Component: To provide access to online medical resources 
and Internet-based communication tools through a Learning 
Resource Center (LRC).

¶D. Project Name: Program for Infectious Disease Control in

Project Description: To control infectious diseases with the 
focus on HIV/AIDS surveillance; TB laboratory diagnosis and 
electronic surveillance; blood safety; definition of live 
birth; epidemiology network; applied epidemiology training 
program. 
 
IT Component: Electronic Sentinel Surveillance System to 
collect HIV data among sentinel groups; Applied Epidemiology 
Training Program (AETP) to train specialists on prevention, 
study and research of ID.

Project Description: To assist the Central Asian Republics 
(CAR) of Kyrgyzstan, Tajikistan, Uzbekistan, Kazakhstan and 
Turkmenistan to increase people's access to and utilization 
of quality primary health care. 
 
IT Component: To prepare a platform for the implementation 
of an integrated Health Information System (HIS) on the 
national level.  To establish Medical Information Centers 
(MIC) to support implementation of an integrated Health 
Information System (HIS) on the oblast level.

¶F. Project Name: USAID TB Control Program for CAR, Project 
Hope 
 
Recipient: Ministry of Health, National TB Centers and 
Oblast TB Dispensaries 
 
Project Description: To prevent and control TB with the 
focus on building political support for TB control; building 
human and systems capacity; community advocacy and 
mobilization. 
 
IT Component: TB Electronic Surveillance Care Management 
System (TB ESCM) to develop analytical skills on using 
national TB registrar.

¶G. Project Name: Central Asian Program on AIDS Control and 
Intervention Targeting Youth and High-Risk Groups 
(CAPACITY), JSI 
 
Recipient: National AIDS Center 
 
Project Description: To build technical capacity in 
launching large-scale and urgent responses to HIV/AIDS, and 
develop institutions and networks in Central Asia that can 
take a leading role in providing technical assistance to the 
process of implementation of the grant from the Global Fund 
to Fight AIDS, TB and Malaria (GFATM) and other resources 
devoted to control of the HIV/AIDS epidemic in the region. 
 
IT Component: To provide Internet access to technical 
specialists at the National AIDS Center.

¶2. Planned projects that will support Internet freedom 
include: 
 
¶A. Internet Access and Training Program (IATP):  USAID has 
taken over responsibility for IATP from Public Affairs.  The 
program will be managed by USAID/Washington with $150,000 
budgeted for Kazakhstan in FY2006.  Post believes that the 
program will begin in 2007. 
 
¶B. Project Name: Regional Trade Liberalization and Customs 
(RTLC) 
 
Project Recipient: Ministry of Trade, Customs Committee, 
Ministry of Transportation, WTO department 
 
Project Description:  The goal of the Project is to foster 
economic growth and improve the competitiveness of 
Kazakhstan, Kyrgyzstan and Tajikistan through improving 
conditions for international and cross-border trade and 
transit.  The activities to be carried out include: targeted 
support for World Trade Organization (WTO) accession and 
post-accession compliance; reduction of trade barriers 
relating to transport, transit, border crossing, and customs 
clearance; and support to regional cooperation for data 
collection and sharing, including  to increase the access of 
SMEs to market information within and beyond the region 
 
IT Component: The project will provide ICT training to 
assist in developing information sharing and data 
consolidation mechanisms for custom operations, and will 
provide TA for establishment of data transfer protocols, for 
revising processes according to international best 
practices, and for development of common performance

standards.  In order to promote regional cooperation, the 
project will also provide technical assistance and training 
to develop methodologies to supply reliable ICT statistics 
to assist in instituting pilot testing for joint customs 
control between Kazakhstan and Kyrgyzstan, and possibly 
between Tajikistan and Afghanistan.

¶C. Project Name: GOK IT training system (part of a larger 
project) 
 
Recipient: Agency for Informatization and Communications, 
Government of Kazakhstan 
 
Project Description: Improving business environment in 
Kazakhstan.  In partnership with the Agency for 
Informatization and Communications in Kazakhstan, develop a 
uniform Information Technology (IT) training system for 
government employees responsible for developing and 
implementing e-government policies and practices in 
Kazakhstan.
