(C) CDA discussed reftel points with MFA Deputy Political 
Director Stephan Muller on August 16.  Muller welcomed and 
agreed with the points, but noted that Luxembourg would be 
hesitant to approach the GOC on this matter prior to the 
upcoming state visit of Grand Duke Henri to China, 
accompanied by FM Asselborn and Minister of the Economy 
Krecke, scheduled from September 4 - 9. Muller stated that 
Luxembourg would consider the possibility of discussing these 
points with China within the context of this visit, and that 
the GOL would discuss this in its visit preparations.
