SUBJECT: MALAYSIA: DEMARCHE DELIVERED ON PREPARATION FOR
THE UN HIGH LEVEL DIALOGUE ON INTERNATIONAL MIGRATION AND
DEVELOPMENT

REF: SECSTATE 122513

(SBU) We delivered on August 3 reftel demarche on
preparations for the UN High Level Dialogue on International
Migration and Development to Intan Zurina Dollah, MFA
Assistant Secretary for Regional Cooperation. Stating that
the MFA is currently working at the inter-agency level to
coordinate Malaysia's position on international migration,
Ms. Intan stressed that the issue falls under the purview of
the Ministry of Home Affairs. While she could not provide the
official GOM response to the demarche in her response on
August 7, Zurina did recognize that "most governments in the
region are uncomfortable with the issue of international
migration because of the potential clash with national
interest." Although the delegation has yet to be finalized,
Ms. Intan assumed it would be led by the Minister of Home
Affairs and confirmed that the Foreign Minister would not
attend the High Level Dialogue.
