(b) and (d).

(C) Senegal's Ministry of Freign Affairs has confirmed
that the planned Sudn summit (reftel and previous) has
been indefiniely postponed. Upon his return from
Ndjamena, Pesident Abdoulaye Wade stressed that he had
triedto convince Sudanese President Omar El-Bashir that
the latter should agree to re-hatting the African Union
Mission in Sudan (AMIS) force. Wade said Senegal is
prepared to increase its AMIS contribution from 622 to
1,000 soldiers and gendarmes. El-Bashir reportedly replied
that he cannot accept a UN peacekeeping operation because
the United States has sanctions in place against Sudan.
Wade also reiterated an offer that he first made in
Khartoum on August 4 to attempt to mediate between the U.S.
and Sudan.
