ΒΆ1. Poloff Cunningham met with MFA Latin America DeskOff 
Christiaan Vandriessche and provided demarhce and information 
on CAFC.  Poloff explained the Commission as proactive and 
transparent approach to preparing for inevitable transition 
to take place in Cuba after Castro.  Vandriessche 
acknowledged Belgians are hopeful for democratic transition 
after Castro even though they currently have open relations 
with Cuba.  He was skeptical of the ability or political will 
of opposition.  Poloff stated CAFC could serve as impetus to 
these groups in push for democratic reform.
