1.  (C) A/DCM June 14 delivered reftel demarche concerning 
the UN Human Rights Council to MFA Director for International 
Organization Affairs Ghassan Shaikho.  Shaikho said the 
Council is "a mess" right now and establishing it will "not 
be an easy ride."  The President of the Council, the High 
Commissioner for Human Rights, and several others have all 
drafted and submitted reports on how the Council should 
operate.  There are too many papers, he complained. 
 
2.  (C) Shaikho said there are intensive contacts going on 
right now in Geneva.  He had just completed a telephone call 
with Bahrain's Permrep in Geneva in which they had discussed 
the current state of play.  A/DCM noted that Ambassador 
Tichener would arrive soon in Geneva, and Shaikho said 
Bahrain looked forward to consulting and cooperating with him. 
 
3.  (C) Regarding the substantive points, Shaikho said 
Bahrain agrees with many of the U.S. positions, but has some 
"variations" on other points.  Shaikho affirmed that these 
issues would be handled in a way so that there would be the 
"smallest gap possible" between the U.S. and Bahrain, and no 
harm done.
