1.  (SBU) Emboff met acting MFA Europe-America officer Kama 
Dounia March 28 to make delivery (orally in French, written 
in English) of ref demarche urging Chad not to accept Charles 
Taylor if he attempted to flee to Chad, to cooperate fully 
with the UN and the Special Court for Sierra Leone, and to 
make a public statement in support of Taylor's transfer to 
the Special Court. 
 
2.  (SBU) Dounia said that the demarche, which he would 
transmit as soon as possible (the ministry being on a 
three-day strike) to his superiors, was one that Chad took 
all the more seriously since Chad found itself in a somewhat 
similar situation, with former president Hissene Habre under 
Belgian warrant of arrest and in refuge in Senegal.  Noting 
also U.S. interest in issues such as the Latin American seat 
on the UNSC (on which Chad had not yet taken a position), 
Dounia hoped that the U.S. would give active support to Chad 
in bringing Habre to justice.
