SUBJECT: MEDIA REACTION - BOLIVIA

On December 29, independent, liberal on-line news service
"El Mostrador" ran an article by Juan Francisco Coloane
entitled, "The Future of Evo Morales: a Test for U.S.
Foreign Policy." Quote:

"What is at stake in Bolivia is Washington's ability to
apply new tools and concepts to its foreign policy that
don't translate into the recycled and worn arsenal of
inappropriate and covert pressures of '50s McCarthyism,
which has reappeared in other lands and in other contexts in
new strategies against insurgency and international
terrorism."
