Per Ref. A, post contacted MFA multilateral affairs officer 
Maria Jimenez, who confirmed that Carlos Cordero, Deputy 
Director for Multilateral Affairs, is currently in Geneva to 
present Costa Rica's position in support of adopting a third, 
neutral symbol under the Geneva Convention.  As reported in 
Ref. B, Costa Rica remains committed to the adoption of the 
third protocol.
