The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

¶1.  Embassy delivered talking points on the EU agriculture 
proposal to the RTG Ministry of Commerce as requested in 
reftel.  Ms. Sirinart Chaimun of the Ministry's Department of 
Trade Negotiations said that the RTG shared essentially the 
same view as the U.S. of the EU proposal and considered it to 
be inadequate.  As a member of the G-20, the RTG would like 
to see the EU proposal meet the G-20's more ambitious goals 
on market access and domestic support.
