1. (C) ON OCTOBER 21, POL/ECON CHIEF DISCUSSED IRISH AID TO 
PAKISTAN WITH COLM O'FLOINN, DEPARTMENT OF FOREIGN AFFAIRS 
(DFA) SECURITY POLICY DIRECTOR, AND DAVID LEAHY, FIRST 
SECRETARY.  THEY SAID THAT IRELAND AT THIS TIME WAS PROVIDING 
 
SIPDIS 
CASH, NOT DONATIONS IN KIND.  THEY THUS HAVE NO CURRENT PLANS 
TO PARTICIPATE IN NATO'S SUPPORT EFFORT (REF B) OR TO PROVIDE 
WINTERIZED TENTS OR SHELTERS (REF A).  ON OCTOBER 24, 
DEVELOPMENT COOPERATION IRELAND (DCI, THE AID AGENCY WITHIN 
DFA) INFORMED ECONOFF THAT IRELAND WOULD PLEDGE EURO 2 
MILLION AT THE OCTOBER 26 GENEVA DONORS CONFERENCE.  EURO 1 
MILLION WILL GO TO THE UN, WHILE THE REMAINDER WILL BE 
ALLOCATED TO IRISH NGOS INVOLVED IN ASSISTANCE OPERATIONS. 
 
2.  (SBU) IRELAND'S ASSISTANCE TO DATE IS EURO 3 MILLION, 
DIVIDED AS FOLLOWS:
