SUBJECT: COLOMBIA'S INTERPOL NOMINATION 
 
1. (U) The GOC has requested via dipnote DPM/CAI No. 41746 
dated August 2 U.S. support for Jorge Aurelio Noguera Cotes 
as Member for the Americas of the International Criminal 
Police Organization (IOCP-INTERPOL) in elections to take 
place at the 74th General Assembly of the IOCP in Berlin. 
(Post has faxed the dipnote to WHA/AND and emailed his CV.) 
 
2. (U) Noguera Cotes is Director of the GOC's Administrative 
Security Department (DAS, approximate equivalent of the U.S. 
FBI) and is in charge of Colombia's National Central Office 
of INTERPOL.  The dipnote lists among Noguera's 
qualifications for the position his enhancement of DAS 
efficiency, leadership in international action against 
terrorism, and support of the SYG of INTERPOL in coordination 
of events such as the Amazon Anti-Terrorism Working Group. 
 
3. (SBU) Embassy officials who have regular dealings with 
Noguera characterize him as pro-U.S. and an honest 
technocrat, who has provided excellent cooperation and access 
to Embassy personnel. 
 
4. (U) Embassy has responded via diplomatic note that the 
U.S. would give full consideration to Dr. Noguera's 
candidature.
