The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

On June 30, Amb. Sobel and Dutch FM Bot signed the 
U.S.-Netherlands Memorandum of Understanding under which the 
Dutch have agreed to provide one million Euros for the 
Elimination of Weapons Grade Plutonium Production (EWGPP) 
program to support the permanent shutdown of the 
Zheleznogorsk plutonium production reactor.  A signed 
original of the MOU has been sent via unclassified pouch no. 
2010841 to the Department of State, Office of Proliferation 
Threat Reduction, Bureau of Nonproliferation (NP/PTR).
