 ΒΆ1. (C) Poloff delivered Reftel talking points to Dusit 
Manapan, Counselor in the Social Division of the Department 
of International Organizations (IO), Ministry of Foreign 
Affairs.  Dusit passed the talking points to the Deputy 
Director General for IO.  At this time the MFA is not taking 
a position on the establishment of a permanent human rights 
council.  Dusit refused to speculate where discussion within 
the Royal Thai Government might lead, noting that many of the 
key players from the MFA concerning this issue, including IO 
Director General Kittiphong Na Ranong, are currently in 
Nairobi, Kenya at an HIV/AIDS conference.
