¶1.  (C) EST Counselor participated in the May 26 MTCR 
Points-of-Contact (POC) meeting held at the South Korean 
Embassy in Paris and delivered the substance of points 
contained in reftel. 
 
¶2.  (C) The POC Session began with a briefing - based on a 
"first draft summary report" - by French MFA POC and MTCR 
Secretary David Bertolotti - of the Reinforced 
 
SIPDIS 
Points-of-Contact meeting held in Paris on April 5-6.  (The 
EST Office faxed the unnumbered, draft summary 'Compte-rendu 
du Point de Contact Renforce (RPOC)' to NP/CBM on May 26.) 
This document should be treated as "a working document," 
according to Bertolotti, open to amendments by MTCR partners. 
 An English version should be available shortly.  The final 
of this paper is to be agreed upon prior to the September 
Madrid plenary session. 
 
¶3.  (C) Korean First Secretary provided an update regarding 
activities of Korean MTCR Chairman Oh.  He noted that the 
Chairman had sent a letter dated April 12 to Ambassador Motoc 
of the UNSC regarding the Regime's willingness to contribute 
to the work of the UNSC pursuant to Resolution 1540.  That 
letter has been distributed as POC document No. 86.  He also 
mentioned that Chairman Oh had conducted an outreach mission 
to India on April 20, and that Ambassador Viturro de la 
Torre, incoming Spanish MTCR Chairman, and Mr. John Andrews, 
Co-Chair of the MTCR's IEM Committee, also participated. 
After the India visit, Chairman Oh recommended that 
subsequent MTCR chairpersons pursue 'follow up' meetings to 
maintain the momentum for cooperation between the MTCR and 
India.  The report of the India mission was contained in POC 
document 94. 
 
¶4.  (C) The rescheduled dates for the Chairman's Pakistan 
(May 31) and UAE (June 7-8) visits were also highlighted. 
(Notices of these visits had already been transmitted by 
email.)  The Argentinian representative to the POC meeting, 
seconded by the Brazilian, claimed that the short notice made 
it difficult, if not impossible, to send an expert from 
Buenos Aires.  In addition, he said that it was against the 
spirit of the MTCR to permit only "missile technology experts 
(or the 'MTCR Troika')" from capitals for the Pakistan visit, 
a condition precedent imposed by the Pakistanis.  Bertolotti 
commented that the conditions for MTCR outreach visits are 
often by necessity negotiated, and in dealing with Pakistan 
it is not unusual to be subjected to restraints.  He noted 
that the subject of conditions imposed by countries subject 
to MTCR missions/outreach might be a useful one to take up at 
the Madrid plenary session.  Finally, with regard to the UAE 
visit, in addition to MTCR-UAE consultations in Abu Dhabi, 
the Chairman is also attempting to arrange a visit to the 
Dubai Port Authority. 
 
¶5.  (C) The German representative noted his government's 
submission on intangible transfers of technology 
(disseminated previously as POC 045) and solicited comments 
from the POC representatives.  The Brazilian representative 
said that she would provide a comment from her government for 
dissemination.  Bertolotti underscored the German 
government's request to receive written comments on its 
paper.  He said that there ought to be a debate on the 
important subject of intangibles and non-proliferation. 
 
¶6.  (C) The Spanish representative indicated that 
preparations for the September 12-16 plenary in Madrid are 
firming and that he will soon provide in written form the 
practical and logistical information.  Regarding the agenda, 
he indicated that this would be provided at the next POC 
meeting.  (In an aside with EST Counselor, the Spanish 
representative said that his country's delegation to the 
early June HCOC meetings would use the occasion to discuss 
the draft agenda with Bertolotti, as well as the U.S. 
delegation representative, if desired.  That would assure it 
would be ready for distribution at the next POC meeting, 
likely some time at the end of June or early July.) 
 
¶7.  (C) Following remarks by EST Counselor urging early 
preparation of subsidiary agendas and documentation (per 
reftel), the Japanese representative noted that at the 
September plenary, the Japanese would like to discuss issues 
concerning North Korea and missile launches.  Bertolotti 
commented that there will be much to discuss about North 
Korea in September, including the topic of demarches to 
potential customers and increased scrutiny of North 
Korean-flagged vessels.
