SUBJECT: INDIAN CONCERN ABOUT CHINESE PROCUREMENT FOR  PAKISTAN'S WMD PROGRAM VIA US FIRM

1.  (S) On March 25, MEA Under Secretary, Disarmament and  International Security Affairs (DISA), Nutan Kapoor passed to  PolMilOff a nonpaper outlining Indian concern about a Chinese  firm trying to procure a fixed gamma ray spectrometer from a  US firm for shipment to Pakistan.  The GOI asks that the USG  investigate and prevent this transaction.  Text of nonpaper  follows. 
 
2.  (S) Begin text of GOI nonpaper: 
  In the spirit of our shared objectives to prevent  proliferation of weapons of mass destruction, the GOI would  like to share information with the USG about efforts underway  by a Chinese firm to procure equipment from the US for supply  to Pakistan's nuclear program through China. 
  M/S Chlight Corporation, a Chinese trading company, has  offered to procure a Fixed Gamma Ray Spectrometer and its  accessories from a US firm, Canberra Industries Inc.,  Meriden, Connecticut, and arrange these to be shipped through  China to Pakistan. 
  The GOI is deeply concerned over such procurement efforts  made by Chinese companies abroad on behalf of Pakistan.  We  are concerned that the equipment that the Chinese firm is  seeking to procure from the US firm will contribute to  Pakistan's nuclear weapons program.  We urge the USG to take  all steps necessary to investigate and prevent this  transaction consistent with our shared concern to prevent  proliferation of weapons of mass destruction and their  delivery systems which adversely affect the security of India  as also of the US.
