¶1. The Chief of Mission, John F. Keane, Chief 
USODC, COL Carlos A. Calderon and General de 
Ejrcito Jos Key Kanazawa, Commander in Chief 
f 
of the Paraguayan Armed Forces, have 
concurred/ approved with this deployment and 
the TOR. The DEA Section Chief, Greg Beloney, 
requests SOF support of this training. 
 
¶2. Country Team concurs with dates of PDSS, 
ADVON and Main Body and the training POI.  The 
Focus of the training will be on providing a 
capability to Paraguayan units that conduct 
tactical reconnaissance and surveillance of 
clandestine airstrips that facilitate arms and 
narcotics trafficking in Paraguay in support 
of direct actions against those targets by 
Paraguayan police and military components. The 
COMIM will be the sponsoring unit because of 
Navy to Navy coordination and training areas 
requirements but the SENAD is the unit that 
will drive the POI refinement. 
 
¶3. The special operations elements of the 
Comando Infantera de Marina (COMIM)[Marines 
equivalent] (10 Pax), Secretaria Nacional Anti 
Drogas (SENAD) [Military component of DEA 
equivalent](20 Pax), Compaa Contraterrorista 
de las Tropas Especiales del Ejrcito(TEE) 
EE) 
[SOF equivalent] (5 Pax), Regimiento Escolta 
Presidencial (REP)[Military Secret Service 
Equivalent] (5 Pax), Brigada Aerotransportada 
[Airborne equivalent], Secretara de 
Prevencin e Investigacin de Terrorismo 
(SEPRINTE) and Fuerzas Operacionales 
Policiales Especiales (FOPE) (5 Pax combined) 
will participate.  A total of 50 Pax will 
train.  Training locations will be Asuncion, 
Puerto Rosario and Ciudad del Este if 
locations are determined suitable during the 
PDSS. 
 
¶4. PA Units to be trained are authorized to 
support law enforcement agencies in operations 
involving CNT situations within Paraguay. The 
SENAD, the Paraguayan DEA equivalent, includes a 
joint military SOF component, and has direct 
responsibility for counter narcotics operations, 
specifically eradication of Marijuana but does 
provide R & S in support of operations against 
Cocaine traffickers as well.  Due to operational 
needs all military forces either have an explicit 
charge or implicitly provide support to counter 
er 
narcotics/counter terrorism through this linkage 
of CD and CT.  Currently three units have a 
presidential decree for CT: SEPRINTE, REP and the 
CT Company in the TEE.  Paraguay is working on 
providing the CT company a joint capability, 
hence the participation of the other services in 
this CNT.  The FOPE are the police force from 
which selections are made to incorporate into the 
SEPRINTE. If they participate it would be with 
that intention in mind.

¶5. ODC Operations Officer will provide threat 
update upon arrival.  Deploying forces need to 
conduct their own force protection threat 
assessment and RDAs.  Recommend this be a task of 
the ADVON.  ODC will support as necessary. 
 
¶6. COL Carlos A. Calderon, CHODC Paraguay, is the 
CDR USSOUTHCOM designated risk determination 
authority and has TACON for force protection over 
deployed forces.  COL Carlos A. Calderon's 
assessment is that contact with hostile elements 
is unlikely and the area is secure and adequately 
protected. 
 
¶7. The general threat in the designated training 
areas in and around Asuncin is LOW for domestic 
terrorists and HIGH for crime and in Puerto 
Rosario LOW for domestic terrorists and LOW for 
crime.  The general threat around Ciudad del Este 
is HIGH for transnational terrorists and HIGH for 
crime.  Crime consists of larceny, robbery and 
rarely at gunpoint.  There appears to be no 
direct targeting of U.S. personnel.  Host nation 
military will provide sufficient security on 
military installations to deter threat to U.S. 
personnel and equipment in transit. 
 
¶8. Weapons and ammunition will be transported 
IAW ODC and Army policies and regulations. 
Chief of Mission, DCM, and CHODC are approval 
authorities for any use of weapons outside of 
training area or during transit of 
weapons/ammunition for force protection. 
Prior to deployment of weapons the following 
information must be provided to ODC for 
submission to RSO: Make, Model, Serial Number. 
 
¶9.  Maximize use of unclassified transmission. 
For all classified messages use a tear line.  All 
information which is authorized for release to 
the Paraguayan Armed forces in order to 
coordinate the exercise mentioned in reference 
above should be marked as:  (U//FOUO//REL TO USA 
and PRY) or  (C//REL TO USA and PRY).  Approval 
authority for special markings is your Foreign 
Disclosure Officer.  Information that is 
improperly marked will result in a delay or 
cancellation of mission due to ODC's inability to 
release information if improperly marked. 
 
¶10. Deploying units should have a Public Affairs 
plan.  Elected politicians and cabinet level 
officers of the government of Paraguay are 
frequently invited to final exercise to aid in 
transparency issues that will secure further 
training opportunities.  The Press is invited to 
specific events such as the final exercise. 
 
¶11. Dipnotes (officio) have been requested in 
support of this deployment. As of the date of 
this message there is no approved officio.  The 
dipnote though has cleared the hardest 90% of the 
hurdles, to include Congressional approval.  It 
currently waits at the office of the Executive 
for passing into law.  We anticipate approval 
within 2-3 weeks from the date of this message. 
Once approved, the deployed element will have 
protections equal to that of the Admin and 
Technical personnel from the embassy.  The format 
for the officio is the same as the last JCET 
deployment, which was approved by the 
corresponding SJA at SOUTHCOM and SOCSO. Final 
officio status will follow in weekly SITREP to 
Combatant Commander.
