¶1.  (U) This message is Sensitive But Unclassified -- Please

¶2.  (SBU) In response to Reftel, Mission is prepared to amend 
the existing Colombo Plan Agreement to accept funding (USD 
175,000) for two drug prevention projects to be implemented 
by the Colombo Plan's Drug Awareness Program.  Draft wording 
for the amendment to the Letter of Agreement with the Colombo 
Plan follows:

AMENDMENT TO THE LETTER OF GRANT AGREEMENT ON NARCOTICS 
CONTROL AND LAW ENFORCEMENT OF JUNE 26, 1973 BETWEEN THE 
GOVERNMENT OF THE UNITED STATES OF AMERICA AND THE COLOMBO 
PLAN DRUG ADVISORY PROGRAM 
 
¶I.  GENERAL 
 
The Government of the United States of America (USG) and the 
Colombo Plan Drug Advisor Program (DAP) (each individually, a 
"Party." Or collectively, the "Parties") jointly agree to 
modify and amend the letter of agreement between the USG and 
the Colombo Plan DAP, signed June 26, 1973 (the "Agreement") 
in the following respect: 
 
The USG will provide USD $175,000 to support two drug demand 
reduction projects.  The full project description and project 
goals are described in Sections II and III below.  All other 
obligations, terms, and conditions contained in the letter of 
agreement dated June 26, 1973 shall remain applicable and in 
full force and effect. 
 
Provision of USG grant funding beyond the current fiscal year 
is conditioned upon satisfactory progress toward project 
goals and the availability of funds authorized and 
appropriated on a year-to-year basis by the U.S. Congress and 
approved by the USG Department of State, Bureau for 
International Narcotics and Law Enforcement Affairs (INL). 
 
II.  PROJECT DESCRIPTION 
 
¶A. Training of Religious Leaders Relating to Mosque-Based 
Aftercare Programs -- 100,000 USD 
 
Project funding supports travel and training program to 
enable religious leaders to engage with the community on 
providing enhanced support for those most vulnerable, 
recovering drug users. 
 
-- The Colombo Plan DAP will utilize these funds to work with 
religious leaders to train them in relapse prevention and 
aftercare for recovering drug addicts in the community and 
help these leaders develop related programs for working with 
the target population. 
 
¶B. Mosque-Based Prevention and Aftercare Program for 
Indonesia -- 75,000 USD 
 
Project funding supports the training of religious leaders to 
implement prevention and aftercare programs through places of 
worship in the community and the creation of mosque-based 
centers. 
 
- The Colombo Plan will work with religious leaders to 
establish 12 mosque-based centers for prevention and 
aftercare programs in the community, while continuing to 
provide training to the organizers on the faith-based 
approach to drug awareness. 
 
III.  Project Goal and Achievement Verification 
 
The goals of these projects are to enhance the ability of 
Islamic leaders to provide support within their communities 
to recovering drug addicts through a faith-based approach. 
 
¶A.  Specifically, the training of religious leaders in 
aftercare programs complements the DAP's successful method of 
engaging faith-based organizations in drug awareness and 
demand reduction.  As communities address the initial stages 
of the drug abuse cycle, faith-based organizations have 
achieved results and demonstrated capacity in demand 
reduction.  This project enables them to expand their support 
by caring for recovering drug addicts and addressing the 
spectrum of the community's vulnerable members. 
 
¶B.  The Mosque-based prevention and aftercare centers build 
on DAP's efforts in utilizing a faith-based approach to drug 
prevention and demand reduction at the community level. 
Muslim- and Buddhist-based training workshops have already 
demonstrated the positive reaction to such a drug awareness 
approach.  The proposed 12 centers in Indonesia will further 
support these communities' efforts at the grassroots level as 
well as showcasing positive USG support for Muslim 
communities. 
 
The Colombo Plan DAP will submit after-action report on both 
projects in its regularly scheduled reports it submits to the 
Department.
