AL-FAYEL CONTACTED POST ON SEPTEMBER 26 REQUESTING 
DEPARTMENT OF COMMERCE CARRYOVER FLEXIBILITY TO TRANSFER 
FROM 2003 TO 2004 TEXTILE QUOTAS ANY CATEGORY THAT HAS 
UNUSED QUOTAS IN 2003.  THEY ARE ALSO REQUESTING THE USG 
APPLY THE SWING FLEXIBILITY FOR THE FOLLOWING CATEGORIES 
334/634, 335/635, 342/642, 338/339, 338-S/339-S, 347/348, 
347-T/348-T AND 352.  THE UAE NOTES THAT THE DONOR CATEGORY 
IS 317.
