(C) Polchief delivered ref A demarche to UAE Ministry 
of Foreign Affairs' Director of European and American 
Affairs Ahmed Al-Muqarrab on May 18.  Polchief 
reviewed past USG discussions with the UAEG during 
which the Embassy urged the UAE to subscribe to the 
ICOC.  The latest meeting was in March 2004 between 
Commerce U/S Juster and UAE Deputy Prime Minister and 
Minister of State for Foreign Affairs Shaykh Hamdan 
bin Zayed (ref B).  Al-Muqarrab confirmed that the UAE 
Armed Forces GHQ staff is still reviewing the question 
of whether to subscribe to the ICOC.  Polchief left 
both the reftel talking points and the sample note 
verbale with Al-Muqarrab.  U.S. Liaison Office Chief 
and Polchief expect to meet before the end of the 
month with UAE Deputy Armed Forces Chief of Staff 
Major General Hamad Thani Al-Rumaithy to follow up 
with this issue.
